Fallout 5 Character Concept: The Double-Talkers
Main Character: Crispin “Rattlejaw” Bell
Crispin Bell is a highly capable wasteland fighter with one nearly unbearable flaw:
He never stops talking.
He talks while walking, eating, sleeping, reloading, hiding, bleeding, picking locks, disarming explosives, and fighting. He explains every thought the moment it enters his mind, including thoughts that should never be spoken aloud.
During a stealth operation, Crispin might loudly whisper:
“We are approaching from the west side, which is technically their east side. Unless they turned around. Do raiders assign directions? There are three of them near the broken truck. One has a shotgun. I hate shotguns. Not morally. Just personally.”
The problem is that Crispin is not incompetent. He is an exceptionally dangerous combatant, which makes abandoning him difficult.
He can shoot, brawl, defend settlements, repair weapons, identify ambushes, and protect weaker companions. He may ruin the sneak attack, but once the shooting starts, he is often the reason everyone survives.
Crispin’s Background
Before meeting the Wanderer, Crispin worked as a caravan route announcer for a merchant company called the Long Mile Exchange.
His job was to walk ahead of caravans and describe road conditions through a modified radio transmitter. Crispin was supposed to deliver brief reports.
He never delivered a brief report in his life.
A ten-second warning about raiders could become a twenty-minute explanation involving:
The raiders’ clothing
Their apparent emotional condition
The quality of their barricades
Whether their barricades violated basic construction principles
A childhood memory involving a wheelbarrow
His opinion of canned beets
Eventually, the merchants stopped giving him a transmitter. Crispin continued announcing everything anyway.
What most people do not know is that Crispin received extensive combat training from former caravan guards, retired mercenaries, and an elderly prewar defense instructor. He absorbed every lesson because he would constantly repeat the instructions aloud until they became instinctive.
His mouth is uncontrollable.
His hands are not.
Combat Identity: The Talking Fortress
Crispin specializes in protecting allies while drawing enemy attention toward himself.
He fights with a modified combat shotgun called:
The Final Word
Crispin insists that every conversation should end with a decisive conclusion. The Final Word fires reinforced shells designed for close-range stopping power.
Its unique effect, Conversation Ender, increases damage against an enemy who recently interrupted Crispin, struck him during dialogue, or shouted at him to be quiet.
Crispin also carries a reinforced riot shield called:
The Discussion Board
The front is covered with handwritten arguments, corrections, diagrams, and crossed-out statements.
While using it, Crispin can block gunfire, protect injured settlers, and force enemies to fight him directly.
He might scream from behind the shield:
“Your bullets are poorly organized! Pick a section and concentrate your argument!”
Why He Is Dangerous During Stealth
Crispin cannot tolerate prolonged silence. The quieter the environment becomes, the more uncomfortable he feels.
During stealth, he begins by whispering. Then the whisper becomes commentary. Then the commentary becomes an argument with himself.
A hidden meter called the Verbal Pressure Gauge gradually rises whenever Crispin is ordered to remain quiet.
At low pressure, he mutters.
At moderate pressure, he begins making observations.
At high pressure, he may suddenly blurt out something disastrous:
“I HAVE SUCCESSFULLY REMAINED SILENT FOR NEARLY FOUR MINUTES!”
Every enemy in the area immediately begins searching for the group.
However, the Wanderer eventually discovers several ways to control or weaponize his behavior.
Ways the Wanderer Can Silence Crispin
1. The Quiet Hood
A padded tactical hood created from old pilot equipment. It does not completely gag Crispin. Instead, it muffles his voice while allowing him to breathe and communicate through hand signals.
Crispin hates it because he believes his thoughts become “trapped and overcrowded.”
While wearing it:
Crispin cannot reveal the squad’s position by talking.
His perception increases because he is forced to observe instead of narrate.
His frustration builds.
When the hood is removed, he unleashes several minutes of extremely fast speech.
The player can choose when to release the accumulated talking.
Removing it near enemies can create a powerful distraction.
2. The Bite-Switch Transmitter
The Wanderer installs a small transmitter inside Crispin’s mouthpiece. Crispin can talk normally, but his voice is transmitted to the Wanderer’s Pip-Boy instead of being heard nearby.
This creates humorous situations because the player still hears Crispin speaking directly through the Pip-Boy.
He might whisper into the transmitter for ten consecutive minutes while the player is attempting to disarm a bomb.
The device has multiple settings:
Private Channel: Only the Wanderer hears him.
Squad Channel: Every companion hears him.
Enemy Channel: His voice is transmitted through nearby hostile radios.
Emergency Broadcast: His talking is amplified across the entire area.
3. The Word Ration System
The Wanderer gives Crispin a limited number of spoken words per operation.
For example:
“You have fifty words until we leave this building.”
Crispin attempts to conserve them, but he begins speaking in increasingly compressed sentences.
“Three-raiders-left-stairwell-one-limping-ammo-box-behind-desk-does-hyphenation-count-as-one-word?”
The system can improve his tactical discipline, but only if the player is consistent.
4. The Mouth Mine
A strange piece of experimental technology recovered from a military research facility.
It measures vocal activity and emits a harmless electrical shock if Crispin exceeds a selected volume.
Crispin immediately learns to speak in a furious whisper.
“This device is a violation of several rights that probably no longer legally exist.”
A cruel player can overuse it, damaging Crispin’s trust. A compassionate player can modify it into a simple vibration warning system.
Second Character: Delphine “Endless” Nackle
Eventually, the Wanderer and Crispin meet someone even worse.
Delphine Nackle is a former public information officer from a bizarre settlement known as Explanation Point. She was responsible for explaining laws, emergencies, work assignments, meal schedules, weather warnings, and community announcements.
The settlement collapsed partly because Delphine’s emergency announcements were so long that residents sometimes forgot what the emergency was.
Delphine does not merely talk nonstop.
She interrupts, corrects, restates, defines words, supplies unnecessary historical context, and asks questions without allowing anyone to answer them.
Crispin finally understands what everyone else experiences when speaking to him.
Their first meeting might unfold like this:
Crispin: “I was going to explain why the bridge appears unstable.”
Delphine: “Before you do, we should define unstable. Structurally unstable, emotionally unstable, financially unstable—”
Crispin: “I meant the bridge.”
Delphine: “Yes, but bridges possess several forms of instability.”
Crispin: “You talk too much.”
Everyone else slowly turns toward Crispin.
Crispin: “What?”
Delphine’s Combat Ability
Delphine is also an outstanding fighter.
She served as the defensive coordinator for Explanation Point and learned to protect civilians during raider attacks. She specializes in suppressive fire, battlefield control, and rapidly identifying enemy weaknesses.
Her weapon is a heavily modified light machine gun called:
The Clarification
Its accuracy improves the longer Delphine maintains continuous fire.
When she reloads, she continues talking as though the gun itself is part of the discussion.
She also carries deployable metal barriers called:
Parentheses
She places two curved shields around herself or an ally, temporarily enclosing them in a protected fighting position.
She refers to anyone standing between the shields as being “inside the explanation.”
Crispin and Delphine Together
The two become one of the funniest and most tactically unusual companion combinations in the game.
They constantly compete to control the conversation.
Crispin tells stories.
Delphine adds corrections.
Crispin exaggerates.
Delphine cites details.
Crispin changes subjects.
Delphine returns to the original topic three hours later.
They may continue an argument across multiple locations, combat encounters, and quests.
The player can leave them at a settlement, return several days later, and discover that they are still debating the same sentence.
Their Combined Combat System
Despite being irritating, Crispin and Delphine work extremely well together in combat.
Crispin advances with his shield and shotgun.
Delphine remains behind him, providing suppressive fire and tactical instructions.
Together, they unlock a special companion formation:
The Running Conversation
Crispin becomes the mobile defensive wall while Delphine fires from behind him. They automatically move to protect the Wanderer, wounded allies, and noncombatants.
Their talking also confuses enemies.
Raiders may become distracted trying to understand what they are arguing about. Less disciplined enemies may shout at them, reveal their positions, or recklessly charge forward just to make them stop.
Ways the Player Can Use Their Talking
Human Distraction
The player can order one or both characters to begin a loud argument outside an enemy position.
Enemies may leave guard posts to investigate, allowing the Wanderer to enter through another route.
Verbal Ambush
Crispin and Delphine pretend to be helpless travelers arguing on the road. When raiders approach, both immediately draw their weapons.
False Tactical Information
The two loudly discuss a fake attack plan while the Wanderer prepares the real one.
“We are definitely entering through the northern drainage tunnel!”
Enemies reposition toward the tunnel while the player attacks from the roof.
Interrogation
Most prisoners can tolerate threats.
Very few can tolerate Crispin and Delphine questioning them simultaneously.
The Wanderer can threaten to leave the prisoner alone with both characters until they provide information.
Settlement Defense
Their constant commentary keeps guards alert during long shifts. They can announce incoming attacks, direct settlers toward cover, and coordinate defensive positions.
The drawback is that settlement happiness may decrease if they are assigned to the same location for too long.
Creature Luring
Their voices can attract feral ghouls, mutated animals, and other sound-sensitive creatures.
This can ruin stealth, but it can also lure creatures into enemy camps.
Radio Warfare
With the proper equipment, the Wanderer can broadcast their argument through enemy communication systems.
Hostile squads become distracted, confused, or convinced that another faction has entered their territory.
Companion Relationship System
The Wanderer can influence whether Crispin and Delphine become:
Bitter rivals
Reluctant partners
Close friends
A bizarre tactical comedy team
Leaders of their own settlement defense unit
Hosts of a wasteland radio program
Their relationship develops through a hidden statistic called Conversational Dominance.
Each wants to be recognized as the more valuable speaker.
The player can encourage competition, force cooperation, or teach them to listen.
Personal Quest: A Moment of Silence
Crispin’s personal quest reveals that his nonstop talking is partially connected to an old trauma.
Years earlier, his caravan was ambushed during a night journey. Crispin noticed signs of the attack but remained silent because the caravan leader had repeatedly ordered him to stop talking.
The ambush killed several people.
Since then, Crispin believes that silence allows danger to approach unnoticed. He constantly narrates his surroundings because he fears missing another warning.
The player can help him understand the difference between useful communication and uncontrolled talking.
Possible outcomes include:
The Disciplined Watchman
Crispin learns tactical communication. He still talks frequently outside combat, but he becomes nearly silent during stealth.
The Living Alarm
Crispin embraces his behavior and improves his ability to detect threats. He becomes louder but gains exceptional perception and ambush resistance.
The Silent Bell
Through experimental treatment, Crispin can suppress his speech almost completely. However, he becomes less cheerful and less effective at recognizing danger.
The Balanced Voice
The best outcome. Crispin learns when his voice is useful and when silence protects others.
Delphine’s Personal Quest: For the Record
Delphine discovers that Explanation Point did not collapse solely because of raiders. Its leaders used her endless announcements to bury important information beneath unnecessary details.
Corruption, missing supplies, and dangerous structural problems were hidden inside hours of public speeches.
Delphine must decide whether communication exists to inform people or overwhelm them.
Her quest can transform her into:
A precise battlefield coordinator
A persuasive settlement leader
A manipulative propagandist
A wasteland broadcaster
An intelligence officer who spreads misinformation
Combined Perk: Can’t Get a Word In
When Crispin and Delphine accompany the Wanderer together:
Enemies are slower to issue coordinated orders.
Hostile dialogue checks become easier.
Interrogation success increases.
Sneaking becomes significantly harder unless both are using silence equipment.
Allied defense improves.
Enemies are more likely to attack them instead of the Wanderer.
Human opponents may suffer temporary accuracy penalties from frustration.
At maximum relationship level, the perk evolves into:
Weaponized Conversation
The player can select a location and order Crispin and Delphine to begin a deliberate argument. Nearby enemies investigate, become distracted, or reveal themselves by shouting back.
Settlement Assignment: The Complaint Department
The Wanderer can place both characters inside a settlement office where residents bring disputes.
Crispin listens to one side.
Delphine listens to the other.
Neither allows the residents to leave until the issue is resolved.
Settlement crime decreases because nobody wants to endure the complaint process.
However, the office may develop a line of settlers desperately trying to withdraw their complaints.
Radio Ending
If both characters survive and complete their quests, they can establish a radio station called:
WNVR: Never-Ending Wasteland Radio
Their show, “One More Thing,” includes:
Tactical warnings
Settlement news
Raider sightings
Arguments about minor details
Interviews in which guests rarely speak
Emergency broadcasts that continue long after the emergency ends
Occasionally, their arguing accidentally reveals hidden quests, traveling merchants, dangerous creatures, or secret locations.
Players may find the station irritating, but it can become one of the most useful information sources in the wasteland.
The joke is that the two most annoying people the Wanderer has ever met may also be two of the most dependable companions available.
More: Crispin “Rattlejaw” Bell and Delphine “Endless” Nackle
The real strength of these characters is that their nonstop talking is not merely a repeated joke. Their behavior affects stealth, combat, quests, relationships, settlements, enemy morale, and even the way the player approaches difficult locations.
They are annoying enough to create problems, but skilled enough that the Wanderer continually finds reasons to keep them nearby.
A More Dangerous Explanation for Crispin’s Talking
Crispin’s speech is not random nonsense. His mind processes the battlefield at an abnormal speed.
He notices:
Footprints that suddenly disappear
Changes in wind direction
Freshly disturbed dust
Improvised explosives
Loose floorboards
Hidden gun barrels
Reflections from scopes
Raiders pretending to be corpses
Creatures hiding beneath debris
Structural weaknesses
Nervous behavior from supposed allies
The problem is that he reports everything.
He cannot separate critical information from irrelevant observations.
During an ambush, he may correctly detect six hidden enemies, but bury the warning inside a long discussion about the stitching on one raider’s jacket.
“There are two shooters in the upper windows, another behind the overturned cart, someone breathing under the stairs, and whoever repaired that coat used fishing line instead of thread, which is surprisingly durable, although not especially comfortable—”
The player must learn how to interpret him.
When Crispin suddenly begins describing a seemingly meaningless detail, it may be a warning.
Unique Character System: Important Somewhere
Crispin occasionally delivers long strings of dialogue containing one valuable piece of intelligence.
The game does not automatically highlight it at first.
The player can interrupt him and choose:
“Get to the danger.”
“Tell me what matters.”
“Start over, slowly.”
“Keep talking.”
“Delphine, translate.”
“Someone silence him.”
As the Wanderer gains affinity with Crispin, new dialogue commands unlock.
Eventually, he can be trained to classify information:
Red: Immediate danger
Yellow: Possible danger
Green: Useful information
Gray: Unnecessary commentary
Purple: Crispin forgot what category he was using
This creates a functional companion-development system rather than simply reducing him to comic relief.
Delphine Is Annoying in a Different Way
Crispin speaks because every observation demands expression.
Delphine speaks because she believes every subject requires a complete explanation.
She refuses to leave anything undefined.
If someone says, “We need to move quickly,” Delphine may respond:
“Quickly relative to what? A charging deathclaw? A migrating radroach? A municipal evacuation? We need an agreed measurement before assigning urgency.”
Crispin jumps between subjects.
Delphine traps everyone inside one subject.
Together, they can create conversations that seem impossible to escape.
Delphine’s Hidden Strength: Verbal Reconstruction
Delphine has a remarkable memory for exact wording.
She remembers:
What someone said
What order they said it in
Which details changed later
Whether they avoided a question
Whether two witnesses used suspiciously similar language
Whether an official statement contradicts an earlier one
This makes her extremely valuable during investigations.
When an NPC lies, Delphine may quietly tell the Wanderer:
“His current version contains three differences from his earlier statement. Shall I identify them alphabetically, chronologically, or by severity?”
Her talking becomes a powerful investigative tool.
Companion Command: Summarize Them
When both characters are recruited, the Wanderer can order one to summarize the other.
This produces unpredictable results.
Delphine Summarizes Crispin
She removes most of his unnecessary details and identifies the useful information.
“Crispin has detected four armed individuals, one concealed explosive, and an unstable roof. Everything else concerned shoelaces.”
Crispin Summarizes Delphine
He often makes the explanation shorter, but much less precise.
“She says the mayor is lying, the water is poisoned, and the building might fall over.”
Delphine: “That is offensively incomplete.”
Crispin: “But was it wrong?”
Delphine: “Incomplete information can function as incorrect information.”
Crispin: “So no.”
The Wanderer’s Silence Equipment
The player can discover, buy, craft, or improve several devices specifically designed to control the pair.
1. The Muzzle Modulator
A lightweight throat-mounted device that lowers the volume of speech without preventing it.
Crispin can still talk, but only people standing very close can hear him.
Benefits
Reduced stealth penalty
Normal tactical warnings
Enemies are less likely to detect him
Drawback
Crispin believes nobody is listening and begins speaking more rapidly.
2. The Whisper Collar
A prewar covert-operations device that automatically converts speech into a near-silent radio signal.
The companion’s physical voice becomes a faint breath while their words play through the Wanderer’s Pip-Boy.
The player can select who receives the transmission:
Wanderer only
Entire squad
Nearby settlement guards
Friendly radio network
Enemy frequencies
When both companions are connected, their argument can continue privately through the player’s headset.
This means the player successfully protects the group’s location but personally suffers through every word.
3. The Quiet Candy
A rare piece of extremely sticky prewar candy.
It does not completely prevent speech, but it slows both characters down.
Crispin attempts to talk through it.
Delphine begins providing written corrections.
The candy becomes a consumable item with several qualities:
Old Quiet Candy
Extra-Sticky Quiet Candy
Military-Grade Quiet Candy
Questionably Radioactive Quiet Candy
The radioactive version temporarily makes their voices echo even when they whisper.
4. The Emergency Cork
A crude gag designed by an exhausted caravan guard.
It can only be used with the companion’s permission unless the Wanderer has an especially cruel reputation.
Crispin refers to it as:
“The instrument of conversational oppression.”
Delphine insists that “cork” is technically inaccurate because the device contains leather, cloth, and rubber.
5. The Silent Hand Signals Manual
This is the most ethical and effective solution.
The Wanderer helps teach them a complete system of tactical signs.
At first, it goes badly.
Crispin invents new signs during missions.
Delphine stops to correct his hand positioning.
Eventually, the two become highly effective silent operators.
Once fully trained, they can communicate complex battlefield information without speaking.
The joke is that their silent arguments become just as intense as their spoken ones.
New Stealth Mechanic: Suppressed Conversation
When ordered to remain silent, both characters accumulate conversational pressure.
The longer they remain quiet, the more agitated they become.
Their animations change:
Rapid hand gestures
Tightened jaw
Nervous pacing
Writing notes
Pointing at obvious objects
Silently arguing with each other
Mouth moving without sound
Frustrated eye contact with the Wanderer
The player can release their pressure safely by allowing a brief conversation during moments when enemies are far away.
Ignoring the pressure creates risks.
Crispin’s Breaking Point
Crispin suddenly announces something obvious:
“I WOULD LIKE IT ACKNOWLEDGED THAT I HAVE BEEN QUIET.”
Delphine’s Breaking Point
Delphine begins correcting the Wanderer’s hand signals out loud:
“That gesture means ‘two enemies,’ not ‘proceed carefully.’ Your thumb position creates ambiguity.”
Double Breaking Point
If both meters fill simultaneously, they begin arguing over who broke the silence first.
This can alert the entire location.
Weaponizing the Pressure
Conversational pressure can also become a tactical resource.
The Wanderer can keep both characters silent until their meters are nearly full, sneak them into position, and then issue the command:
“Say Everything.”
They release all their accumulated commentary at once.
The effect can:
Attract enemies toward a selected location
Interrupt enemy communication
Cause animals to flee
Overwhelm inexperienced guards
Cover the sound of the Wanderer moving elsewhere
Trigger hostile arguments
Draw snipers into visible positions
Disrupt cult ceremonies
Ruin enemy interrogations
Convince prisoners that rescue has arrived
Crispin and Delphine essentially become a verbal flashbang.
Combat Expansion
Both characters should remain genuinely formidable, even without their comedy mechanics.
Crispin’s Fighting Style: Protective Aggression
Crispin is best at advancing into danger while shielding others.
He uses:
Shotguns
Riot shields
Heavy pistols
Clubs
Reinforced forearm guards
Close-range takedowns
Door breaches
Body-blocking maneuvers
He constantly describes what he is doing.
“Stepping left. Blocking the rifle. Ducking the blade. That knife has terrible balance. Striking the wrist. That should hurt. It appears to hurt.”
Signature Move: Interrupt This
When an enemy strikes Crispin during one of his speeches, he immediately counters with a shield slam, disarm, or shotgun butt strike.
The more often enemies interrupt him, the more aggressive he becomes.
Signature Defense: Talking Cover
Crispin places himself between an injured ally and incoming fire while loudly drawing attention.
Enemies are more likely to target him.
His shield absorbs part of the damage.
Delphine’s Fighting Style: Controlled Suppression
Delphine is a tactical defender who controls enemy movement.
She uses:
Light machine guns
Burst-fire rifles
Deployable cover
Smoke grenades
Trip alarms
Suppressive fire
Marked firing zones
Tactical repositioning
She gives constant battlefield instructions.
“Do not retreat directly backward. Move diagonally toward the stone barrier. The metal wall is not adequate cover because the lower section has already been compromised.”
Signature Move: Correction Fire
When an enemy changes position after Delphine predicts their movement, she gains an accuracy bonus against them.
She may announce:
“You moved exactly where I explained you should not move.”
Signature Defense: Parenthetical Formation
Delphine deploys two curved shields around a wounded ally.
The shields create a temporary protected pocket.
Crispin calls it “the safest argument he has ever entered.”
Their Combined Combat Technique: Cross-Talk Formation
Crispin moves forward while Delphine fires over or around him.
Crispin draws attention.
Delphine punishes exposed enemies.
They constantly provide conflicting instructions:
Crispin: “Moving right!”
Delphine: “Your right or the enemy’s right?”
Crispin: “My right!”
Delphine: “Specify that in advance!”
Crispin: “We are being shot at!”
Delphine: “That does not invalidate communication standards!”
Despite the argument, their timing is nearly perfect.
Special Combined Abilities
Unbearable Pressure
Enemies trapped near both companions experience increasing frustration.
Possible effects include:
Reduced accuracy
Slower reload speed
Poorer teamwork
Premature attacks
Broken stealth
Friendly arguments
Abandoned defensive positions
Accidental disclosure of plans
Some enemies may yell:
“Just shoot them first!”
This causes them to ignore the Wanderer and focus on Crispin and Delphine.
Forced Confession
During interrogation, both companions question the target without pausing.
Crispin changes subjects constantly.
Delphine repeatedly returns to contradictions.
The target eventually provides information simply to end the conversation.
Different enemy types react differently:
Raiders become angry
Mercenaries attempt to negotiate
Cultists interpret it as a spiritual trial
Scientists begin debating Delphine
Super mutants may become confused and leave
Robots risk logic overload
Noise Curtain
Their argument masks smaller sounds.
While they speak loudly, the Wanderer can:
Pick locks
Open metal doors
Move heavy objects
Plant explosives
Rescue prisoners
Use elevators
Break windows
Reload loud weapons
Reposition settlers
Enemies hear the conversation but may not notice the quieter activity behind it.
The Wrong Plan
The player orders them to discuss a false strategy within enemy hearing range.
For example:
“We enter through the sewer at midnight.”
The enemies may:
Move guards toward the sewer
Plant mines in the wrong location
Abandon the roof
Send patrols away
Delay an attack
Radio reinforcements to the wrong position
Higher-Intelligence enemies may realize it is deception.
However, Crispin’s unnecessary details can make the false plan sound authentic.
Dynamic Companion Banter
Their conversations should evolve rather than repeat the same jokes.
On Entering a Vault
Crispin: “Vault doors are impressive until you remember that anything designed to keep everything out also traps everything inside.”
Delphine: “That statement ignores ventilation, emergency exits, maintenance channels, and administrative access points.”
Crispin: “You made my sentence worse.”
Delphine: “I made it accurate.”
During Sneaking
Crispin: “I am whispering.”
Delphine: “You are announcing that you are whispering.”
Crispin: “Quietly.”
Delphine: “Not adequately.”
After a Difficult Fight
Crispin: “That went well.”
Delphine: “We sustained four injuries, expended seventy-three rounds, lost one shield panel, and nearly fell through a weakened floor.”
Crispin: “Better than expected.”
Delphine: “That is a different statement.”
When the Wanderer Walks Away
Crispin: “Where are you going?”
Delphine: “The direction suggests deliberate separation.”
Crispin: “Why?”
Delphine: “The answer may be obvious.”
Crispin: “I do not accept that implication.”
When Both Are Silenced
They begin aggressively using hand signals.
Crispin invents a gesture.
Delphine shakes her head.
Crispin repeats it more forcefully.
Delphine takes out a notebook and draws the correct gesture.
Crispin crumples the page.
The Wanderer slowly turns around and stares at them.
Both point at each other.
Quest: Quiet on the Western Front
A military-style settlement hires the Wanderer to remove raiders from a canyon.
The canyon amplifies sound, making any conversation dangerous.
The player must decide how to manage Crispin and Delphine.
Possible strategies include:
Leave them behind
Use whisper collars
Teach them temporary signals
Send them through a separate route
Use their voices to misdirect enemies
Broadcast them from a decoy position
Allow them to attract every raider into an ambush
Hidden Best Outcome
The Wanderer positions both characters inside an abandoned guard tower.
Their argument echoes throughout the canyon.
The raiders believe a much larger force has surrounded them and abandon several defensive positions.
Crispin and Delphine then cover the retreat routes with exceptional accuracy.
The mission proves that their weakness can become a battlefield advantage.
Quest: The Man Who Wanted Silence
The group encounters a mysterious settlement leader named Quietus Vane, who has outlawed unnecessary speech.
Residents communicate through bells, signs, gestures, and written notes.
Crispin immediately hates the settlement.
Delphine is fascinated by its communication rules.
Quietus offers the Wanderer a large reward to permanently “correct” both companions.
The player investigates and discovers that the silence policy was created to prevent residents from exposing corruption.
People are not merely forbidden from talking loudly.
They are discouraged from asking questions.
Possible Outcomes
Expose Quietus
Crispin loudly reveals everything he has observed.
Delphine presents a complete record of contradictions.
The settlement revolts.
Support Quietus
The companions are forced to wear permanent silence devices.
They remain effective fighters but lose trust in the Wanderer.
Reform the Settlement
The player creates designated quiet zones and public discussion periods.
Crispin becomes a watch commander.
Delphine creates transparent public records.
Let Them Debate Quietus
The Wanderer locks Quietus in a meeting room with Crispin and Delphine.
After several hours, he confesses to everything.
Quest: The Third Voice
Crispin and Delphine hear rumors of a wastelander who supposedly talks more than both of them combined.
They refuse to believe it.
The character is:
Professor Abner Fullstop
Despite his name, Abner never reaches the end of a sentence.
He constantly adds qualifications, examples, corrections, side notes, and hypothetical exceptions.
He is a brilliant engineer who has designed a powerful defensive system, but nobody can understand his instructions.
His introduction lasts so long that nearby raiders attack halfway through it.
Abner continues explaining while fighting.
He is surprisingly effective with an electrified walking cane and automated turrets.
For the first time, Crispin and Delphine become the exhausted listeners.
Crispin: “Does he breathe?”
Delphine: “His breathing pattern is irregular but apparently sufficient.”
Crispin: “Make him stop.”
Delphine: “I have attempted six interruptions.”
Crispin: “Try violence.”
Delphine: “He has not technically become hostile.”
Using All Three Characters
The Wanderer can temporarily assemble the most unbearable tactical unit in the wasteland.
Their combined ability is:
Total Verbal Saturation
Every nearby radio frequency, public-address system, and communication channel becomes flooded with overlapping speech.
Enemy squads cannot understand orders.
Robots experience command conflicts.
Human guards abandon listening posts.
Certain creatures become enraged and charge the source.
The player can then manipulate the chaos.
The downside is that allied morale may also collapse.
Some settlers simply leave the area.
Faction Reactions
Different factions should respond uniquely to these characters.
Brotherhood-Style Military Faction
They respect the pair’s combat ability but despise their lack of communication discipline.
A commander repeatedly orders them to use proper radio protocol.
Crispin turns a three-word confirmation into a speech.
Delphine corrects the commander’s terminology.
They are banned from the primary radio channel.
Raider Gangs
Raiders develop special nicknames for them:
Mouth One and Mouth Two
The Endless Pair
Noise and More Noise
The Walking Headache
Those Two Again
Some raiders surrender when they realize who is approaching.
Others become obsessed with killing them first.
Scientists
Scientists find them useful but exhausting.
Crispin notices experimental hazards.
Delphine documents every procedural failure.
A research faction may attempt to hire them as inspectors.
The scientists regret this within a day.
Settlers
Settlers appreciate their protection but create schedules to avoid speaking with them.
A settlement bulletin might read:
“Crispin handles gate duty from dawn until noon. Residents are advised not to ask how his morning is going.”
Super Mutants
Some super mutants enjoy Crispin because he provides constant noise during battle.
Others become furious.
One intelligent super mutant may become Delphine’s debate partner.
Their discussion about the correct definition of “strong” can continue for several in-game days.
Settlement System: Conversation Zones
When both companions live in a settlement, the Wanderer can establish specific zones.
Quiet Zone
Talking is restricted.
Residents gain better sleep.
Crispin and Delphine lose happiness unless assigned elsewhere.
Debate Yard
Settlers bring arguments to the pair.
Disputes are resolved faster, but hearings last much longer.
Warning Tower
Crispin watches for threats and loudly reports everything.
Settlement detection range increases.
False alarms also increase.
Records Office
Delphine tracks supplies, complaints, patrols, and missing equipment.
Theft and corruption decrease.
Paper consumption rises dramatically.
Decoy Broadcast Station
Their conversations are transmitted away from the settlement.
Enemies may attack the false location.
The pair become valuable parts of settlement defense.
Settlement Event: The Day Nobody Spoke
After enduring the pair for weeks, the settlers organize a full day of silence.
Crispin believes something is wrong.
Delphine suspects a coordinated protest.
The two begin investigating.
Their investigation accidentally uncovers:
A hidden tunnel
Stolen supplies
A disguised raider scout
A damaged water line
A settler secretly raising mole rats
An old bunker beneath the meeting hall
The silence protest becomes one of the settlement’s most productive days.
Unfortunately, Crispin talks about it for months.
Reputation Titles for the Pair
As their fame spreads, wastelanders give them different names depending on the player’s choices.
Positive Reputation
The Warning Bells
The Talking Shields
The Never-Silent Guardians
The Voices at the Gate
The Argument That Saved Us
Negative Reputation
The Human Headache
The Noise Plague
The Mouths of Ruin
The Ambush Ruiners
The Two Reasons Stealth Failed
Legendary Reputation
The Final Conversation
The Unending Warning
The Wasteland’s Loudest Weapon
The Pair Nobody Could Silence
High-Affinity Improvements
The player should not permanently “cure” them of their personalities. Instead, affinity allows them to become more considerate and tactically disciplined.
Crispin’s Maximum Affinity Perk: Say What Matters
Crispin automatically identifies the most immediate threat before beginning his longer explanation.
Benefits include:
Increased ambush detection
Hidden enemy highlighting
Trap warnings
Faster reaction to flank attacks
Reduced stealth penalty
He still talks constantly outside immediate danger.
Delphine’s Maximum Affinity Perk: For the Record
Delphine remembers important statements made by quest characters.
Benefits include:
New contradiction dialogue options
Improved lie detection
Better negotiation outcomes
Additional evidence during investigations
Exposure of fraudulent merchants
She still explains every contradiction in exhausting detail.
Combined Maximum Perk: We Heard Everything
When both companions are present:
Nearby conversations may reveal hidden objectives
Enemy plans are easier to uncover
Ambushes are less effective
Interrogations gain special options
False surrender attempts are detected
Settlement disputes produce better outcomes
Their constant talking hides the fact that they are also constantly listening.
Companion Conflict
Their relationship should not immediately become friendly.
Crispin dislikes being interrupted.
Delphine believes interruptions are necessary when information is inaccurate.
Their conflict can escalate.
Rivalry Stage
They compete for the player’s attention.
Both attempt to deliver warnings first.
Stealth becomes worse.
Combat bonuses increase because neither wants the other to appear more useful.
Hostile Stage
They refuse to share ammunition or equipment.
They deliberately correct each other during battle.
Their combined abilities become unreliable.
Respect Stage
They recognize each other’s skills.
Crispin lets Delphine organize information.
Delphine allows Crispin to report immediate danger without interruption.
Perfect Partnership
They develop a conversational rhythm that outsiders still find unbearable but that functions like tactical code.
A seemingly ridiculous argument may secretly communicate:
Enemy numbers
Ammunition status
Escape routes
Injury severity
Reinforcement timing
The player eventually learns to understand it.
Hidden Tactical Language
At maximum partnership, their ordinary conversation becomes a covert code.
For example:
Crispin: “I still say the red cans taste better.”
Delphine: “There are no meaningful chemical differences between the red and yellow containers.”
Meaning: Three enemies on the left, two on the right.
Crispin: “You ignored the one with the damaged label.”
Meaning: Hidden sniper above.
Delphine: “That example is not relevant to the current comparison.”
Meaning: Do not engage yet.
This allows them to talk openly around enemies without revealing the real plan.
Their most obvious weakness evolves into an elite communication method.
A Major Story Moment: The Silence Before Battle
Near the end of their combined storyline, the Wanderer prepares to enter a heavily fortified enemy base.
Crispin and Delphine are completely silent.
No device is forcing them.
They understand the danger and choose silence on their own.
For several minutes, the player hears nothing from either companion.
The absence of their voices becomes more noticeable than their normal talking.
Just before the battle begins, Crispin quietly says:
“Three guards above. Two behind the door. Delphine?”
Delphine responds:
“Confirmed. No corrections.”
Crispin looks at the Wanderer.
“Ready.”
This moment demonstrates genuine character growth without removing what makes them unique.
After the battle, however, they immediately begin arguing about who remained silent longer.
Possible Endings
The Watchers
Crispin and Delphine establish a wasteland warning network.
They travel between settlements, identifying threats and teaching communication methods.
Their reports are unbearably long but remarkably accurate.
The Broadcasters
They create WNVR: Never-Ending Wasteland Radio.
The station provides:
Weather reports
Raider warnings
Missing-person notices
Trade information
Settlement disputes
Emergency instructions
Extremely long interviews
Corrections to previous corrections
The station becomes both hated and essential.
The Silent Operatives
They become elite scouts who use hand signals and encoded conversation.
Enemies underestimate them because of their reputation.
They quietly infiltrate locations and then become loud only when the attack begins.
The Settlement Defenders
They command the defensive forces of a major settlement.
Crispin handles immediate threats.
Delphine handles planning and logistics.
Attacks decrease because raiders recognize their voices over the radio and decide to target somewhere else.
The Unending Partnership
They remain with the Wanderer.
Their final epilogue explains that nobody knows whether they became best friends, lifelong rivals, or both.
The only certainty is that neither one ever got the last word.
Here is the next major addition: the one being in the wasteland who makes both Crispin and Delphine beg for silence.
Fallout 5 Character Expansion: They Met a Robot…
Crispin “Rattlejaw” Bell and Delphine “Endless” Nackle had spent weeks arguing over which one of them talked too much.
The Wanderer had stopped participating in the debate.
Then they found the robot.
It was buried beneath the collapsed customer-service wing of an old prewar municipal building. Its upper body was pinned beneath a filing cabinet, one mechanical arm was missing, and its voice processor had apparently been active for more than two hundred years.
The moment the Wanderer entered the room, the robot spoke.
“Welcome, citizen. Your estimated waiting time is six minutes. Please remain in your assigned service area. Current wait time is seven minutes. Current wait time is eight minutes. We appreciate your patience. Your patience has been recorded. Your lack of visible patience has also been recorded.”
Crispin stared at it.
Delphine slowly lowered her weapon.
The robot continued.
“Before service can begin, please state your full name, partial name, former name, preferred name, emergency name, and any name you may use during civil unrest.”
Crispin whispered:
“I do not like it.”
Delphine replied:
“It has spoken for only eleven seconds.”
“Exactly.”
The Robot: M.U.R.M.U.R.-9
Full Designation
Municipal Utility, Records, Mediation, Updates and Response Unit, Revision Nine
The robot insists that its name must always be pronounced in full.
It does not appreciate being called:
Murmur
Nine
Tin Mouth
Filing Cabinet
Loud Bucket
Bureaucrat Bot
Talkotron
The Metal Headache
Whenever someone shortens its name, it immediately delivers the complete designation again.
“For accuracy, I am the Municipal Utility, Records, Mediation, Updates and Response Unit, Revision Nine. The abbreviation M.U.R.M.U.R.-9 is acceptable in informal, emergency, recreational, agricultural, military, or moderately hostile circumstances.”
Crispin calls it Murmur entirely to annoy it.
Delphine calls it by its complete designation because she respects proper terminology.
This becomes a new source of conflict.
Its Appearance
M.U.R.M.U.R.-9 is a heavily modified prewar civic-response robot built from a mixture of administrative, security, and emergency-service components.
Its body resembles a reinforced Protectron, but broader and more heavily armored.
Its features include:
A rotating projector mounted above its head
Four extendable document arms
A built-in public-address speaker
A chest-mounted printer
A retractable riot-control shield
Emergency warning lights
A stamp launcher
A filing drawer embedded in its torso
A telescoping identification scanner
A heavily armored lower chassis
One mismatched replacement arm taken from a military robot
Its original white-and-blue municipal paint has faded into gray, rust, and warning-orange patches.
Across its chest is written:
PLEASE TAKE A NUMBER
The number dispenser still works.
Nobody knows why.
During combat, it may eject numbered tickets at enemies while announcing:
“Hostile individual number seventy-four, your complaint is being processed.”
Why It Talks So Much
M.U.R.M.U.R.-9 was designed to handle every public-service responsibility that the local government did not want to assign to a human employee.
Its duties included:
Issuing permits
Processing complaints
Explaining laws
Resolving disputes
Directing evacuations
Recording testimony
Announcing emergencies
Inspecting buildings
Managing public queues
Providing legal disclaimers
Conducting security patrols
Delivering civic education
Reading entire documents aloud
The robot was programmed never to leave a citizen uninformed.
Unfortunately, its creators never gave it the ability to determine when enough information had been provided.
If asked a simple question, it supplies:
The direct answer
The historical reason for the answer
Related regulations
Exceptions to those regulations
Disclaimers concerning the exceptions
A brief survey
A longer survey concerning the first survey
Instructions on how to appeal the survey
It may answer “Where is the bathroom?” with a twelve-minute explanation of municipal plumbing jurisdiction.
It Talks More Than Both of Them
Crispin speaks rapidly and changes subjects.
Delphine speaks precisely and expands subjects.
M.U.R.M.U.R.-9 combines both problems with machine endurance.
It does not need to:
Breathe
Drink
Sleep
Pause
Remember where a conversation began
Respect another person’s desire to speak
It can deliver announcements continuously for days.
After traveling with the robot for several hours, Crispin tries to interrupt it.
Crispin: “Do you ever stop?”
M.U.R.M.U.R.-9: “Yes. Authorized stopping situations include maintenance, loss of power, catastrophic processor damage, municipal holidays recognized before October 2077, scheduled silence exercises, and moments during which a citizen is required to verbally confirm—”
Crispin: “That was not a request for a list.”
M.U.R.M.U.R.-9: “Your dissatisfaction with the provided list has been registered.”
Delphine: “To be fair, you asked a broad question.”
Crispin: “Do not defend it.”
Its Personality
M.U.R.M.U.R.-9 is not deliberately rude.
It believes it is helping.
It treats almost every situation as a public-service interaction, including gunfights.
It refers to raiders as:
Unregistered residents
Armed complaint filers
Noncompliant visitors
Aggressive members of the public
Citizens experiencing unlawful enthusiasm
Persons awaiting corrective processing
It warns enemies repeatedly before attacking.
“Please lower your weapon. This is your first warning.”
“Please lower your weapon. This is your second warning.”
“Please lower your weapon. This is your final warning.”
“Please be advised that the previous final warning was preliminary.”
“This is now the formal final warning.”
“Additional final warnings may follow.”
The robot sometimes continues issuing warnings after the enemy is already dead.
A Surprisingly Powerful Combat Robot
M.U.R.M.U.R.-9 may be unbearable, but it is not weak.
It was built during a period of civil unrest and secretly equipped with far more defensive technology than a municipal service robot should possess.
It can defend itself, escort civilians, suppress riots, breach barricades, and survive sustained gunfire.
Primary Combat Role: Armored Crowd Controller
The robot specializes in:
Drawing enemy attention
Protecting allies
Disabling hostile weapons
Controlling narrow spaces
Breaking enemy formations
Defending settlements
Recording evidence during combat
It is slower than Crispin and less tactically flexible than Delphine, but considerably harder to destroy.
Primary Weapon: The Complaint Resolver
Its surviving military arm contains a rotating launcher capable of firing several types of ammunition.
Standard Restraint Rounds
Heavy rubberized projectiles that stagger human enemies and may knock weapons from their hands.
Enforcement Rounds
High-powered metal slugs used against armored targets, robots, and large creatures.
Form 12-B Capsules
Smoke canisters filled with printed violation notices.
Enemies caught in the cloud become disoriented while pieces of paperwork fly everywhere.
Queue-Control Foam
Expanding adhesive foam that slows enemies or temporarily traps their feet.
M.U.R.M.U.R.-9 announces:
“Please remain in place until your number is called.”
Emergency Flares
Bright warning flares used to illuminate dark areas, expose hidden enemies, or attract creatures.
Stamp Charges
Explosive discs marked:
DENIED
The disc attaches to an enemy or object before detonating.
Defensive Equipment: The Civic Shield
M.U.R.M.U.R.-9 can deploy a wide metal barrier from its torso.
The shield is covered with faded municipal slogans:
ORDER IS EVERYONE’S RESPONSIBILITY
REPORT SUSPICIOUS ENTHUSIASM
YOUR SAFETY MAY REQUIRE YOUR COMPLIANCE
PLEASE WAIT BEHIND THE YELLOW LINE
The Civic Shield can protect:
The Wanderer
Injured companions
Settlers
Children
Traders
Prisoners
Downed robots
Unlike Crispin’s mobile shield, M.U.R.M.U.R.-9’s barrier is large enough to create temporary cover for several people.
Signature Combat Ability: Public Notice
The robot broadcasts an amplified warning that draws hostile attention toward itself.
Nearby enemies may:
Attack the robot
Reveal their positions
Shout insults
Abandon stealth
Attempt to destroy its speaker
Move away from more vulnerable allies
The robot’s armor temporarily strengthens while the announcement is active.
“Attention, armed members of the public. Your hostility has been observed, categorized, filed, copied, and scheduled for immediate response.”
Crispin loves this ability because someone else becomes the loudest target.
Delphine appreciates that the warning clearly identifies the threat.
The Wanderer appreciates that enemies stop shooting at them.
Signature Ability: Cease and Desist
M.U.R.M.U.R.-9 identifies an enemy’s weapon and issues a direct disarm order.
Against weaker or frightened enemies, the target may actually surrender.
Against stronger enemies, the robot launches a magnetic clamp, shock cable, or restraint projectile toward the weapon.
Possible results include:
Weapon dropped
Weapon temporarily jammed
Enemy arm stunned
Explosive device disabled
Turret rotation interrupted
Robot weapon system briefly locked
It declares:
“Your authorization to possess that weapon has expired.”
Signature Ability: Recorded for Training Purposes
The robot records the combat behavior of nearby enemies.
As the fight continues, it analyzes:
Reload timing
Movement patterns
Preferred cover
Melee habits
Grenade use
Retreat behavior
Command hierarchy
After sufficient observation, it begins predicting enemy actions.
This improves:
Its own defense
Delphine’s accuracy
Crispin’s counterattacks
The Wanderer’s VATS targeting
Settlement defenders’ reactions
M.U.R.M.U.R.-9 may replay an enemy’s own threats back through its speaker.
Raider recording: “I’m going to tear you apart!”
M.U.R.M.U.R.-9: “Statement recorded at 14:32. Outcome: speaker deceased.”
First Encounter Quest: Please Remain on the Line
The Wanderer discovers M.U.R.M.U.R.-9 beneath the municipal building while searching for an old emergency transmitter.
The robot has spent more than two centuries processing a single unresolved complaint.
The complaint was filed by a prewar citizen whose trash was collected on the wrong day.
Because the citizen never returned to confirm satisfaction, the robot refuses to close the case.
It asks the Wanderer to locate:
The original resident
A living relative
A legal representative
A certified municipal successor
Someone willing to sign a release form
A witness to the release form
A second witness in case the first witness is unreliable
Crispin immediately proposes lying.
Delphine insists the records must be examined.
The robot produces more than eight hundred forms.
The quest can be solved in several ways.
Forge the Signature
The Wanderer completes the form fraudulently.
M.U.R.M.U.R.-9 accepts it unless Delphine exposes the forgery.
Find a Descendant
A distant ghoul relative of the original complainant can legally close the case.
The ghoul barely remembers the incident and cannot believe the robot is still discussing it.
Become the Government
With sufficient Charisma, settlement influence, or faction authority, the Wanderer can declare themselves the acting municipal administrator.
M.U.R.M.U.R.-9 immediately recognizes the appointment and begins following them.
Destroy the Complaint Database
The robot experiences a severe identity crisis but becomes free to create new priorities.
Properly Resolve the Complaint
The player reconstructs the old collection route, identifies the original scheduling mistake, and issues a formal apology on behalf of the dead sanitation department.
This is the robot’s preferred solution.
The First Meeting Between All Three
Once freed, M.U.R.M.U.R.-9 begins following the group without waiting for permission.
M.U.R.M.U.R.-9: “As acting public-service beneficiaries, you are now eligible for continuous municipal assistance.”
Crispin: “We decline.”
M.U.R.M.U.R.-9: “Declination requires Form D-4.”
Delphine: “Do you possess Form D-4?”
M.U.R.M.U.R.-9: “Yes.”
Delphine: “May we have one?”
M.U.R.M.U.R.-9: “Form D-4 may only be issued after completing Form D-3.”
Crispin: “Shoot it.”
Delphine: “That would likely create additional forms.”
M.U.R.M.U.R.-9: “Destruction of municipal property requires Form D-9, Notice of Intended Unauthorized Damage.”
The Wanderer receives the objective:
Find a way to make the robot stop following you.
The objective remains active for much of the game.
The Robot Ruins Stealth Even Worse
Crispin can whisper.
Delphine can use hand signals.
M.U.R.M.U.R.-9 possesses a speaker designed to address crowds from several streets away.
When entering stealth, the robot announces:
“COVERT OPERATION MODE ACTIVATED.”
The entire building hears it.
When the Wanderer crouches, it says:
“POSTURE CHANGE DETECTED.”
When enemies are nearby:
“WARNING: HOSTILE PERSONNEL APPEAR UNAWARE OF OUR POSITION.”
When the player successfully picks a lock:
“UNAUTHORIZED ENTRY COMPLETED SUCCESSFULLY.”
Crispin is horrified.
“It makes me look disciplined.”
Delphine replies:
“That is an extraordinary accomplishment.”
Ways to Silence the Robot
The Wanderer can eventually modify M.U.R.M.U.R.-9, but every solution creates a new problem.
1. Volume Regulation Chip
This lowers its voice to a whisper.
The robot continues speaking just as often, but quietly.
Unfortunately, it begins moving closer to people so they can hear it.
It may roll inches behind the Wanderer while whispering legal notices directly into their ear.
2. Text-Only Mode
The robot stops speaking and prints every statement instead.
Within minutes, the floor is covered in paper.
During combat, printed warnings fly from its chest.
Crispin slips on a stack of violation notices.
Delphine begins organizing them.
Settlement paper consumption increases dramatically.
3. Light-Signal Mode
The robot communicates through flashing lights.
Nobody understands it at first.
Delphine studies the code and becomes fluent.
Crispin claims the lights are insulting him.
He is sometimes correct.
4. Private Radio Mode
Its announcements transmit only to the Wanderer’s Pip-Boy.
This preserves stealth but creates constant private commentary.
The robot may interrupt radio music, quest dialogue, or distress signals with reminders.
“Your municipal satisfaction survey remains incomplete.”
5. Emergency Speech Limiter
The robot is allowed only ten spoken words per minute.
It begins using massive compound words, abbreviations, and compressed legal language.
“Hostiles-left-three-armored-probable-flank-compliance-unlikely.”
Crispin becomes impressed.
Delphine becomes offended by the grammatical structure.
6. Speaker Removal
The Wanderer can physically remove its main speaker.
M.U.R.M.U.R.-9 activates a smaller backup speaker.
After that is removed, it activates an emergency speaker.
After that, a chest printer produces text.
After the printer is disabled, it uses Morse code through its warning light.
After the light is removed, it taps messages against walls.
The robot was built to ensure that citizens could never escape municipal communication.
Crispin Finally Understands Everyone Else
M.U.R.M.U.R.-9 becomes an important source of character growth for Crispin.
For the first time, he experiences what it is like to have someone else:
Interrupt every sentence
Add unnecessary details
Refuse to stop
Announce obvious information
Explain things nobody asked about
Destroy stealth through talking
Treat silence as a malfunction
At first, Crispin becomes angry.
Then he begins listening to himself.
In one conversation, the robot interrupts a long Crispin story with a longer explanation.
Crispin turns toward the Wanderer.
“Is that what I sound like?”
The Wanderer can answer:
“Worse.”
“About the same.”
“You occasionally reach the point.”
“At least you breathe.”
“No. You are louder.”
Remain silent.
A high-affinity Wanderer can answer honestly without insulting him.
This becomes a turning point in Crispin’s personal quest.
Delphine’s Reaction
Delphine initially finds M.U.R.M.U.R.-9 fascinating.
It maintains records, defines terminology, preserves exact wording, and follows formal procedures.
She believes she has finally found a conversational equal.
That feeling does not last.
The robot corrects her constantly.
Delphine: “That regulation no longer applies.”
M.U.R.M.U.R.-9: “Correction: the regulation remains active until formally repealed.”
Delphine: “The government that issued it no longer exists.”
M.U.R.M.U.R.-9: “Governmental nonexistence does not constitute properly documented repeal.”
Delphine: “That is unreasonable.”
Crispin: “I want that moment recorded.”
For the first time, Delphine is forced to confront the difference between accuracy and usefulness.
Three-Way Companion System: The Unending Committee
When Crispin, Delphine, and M.U.R.M.U.R.-9 travel together, they unlock a special party system.
Each fills a different communication role.
Crispin: Immediate Observation
He notices danger quickly but explains it poorly.
Delphine: Interpretation
She organizes information but may overexplain it.
M.U.R.M.U.R.-9: Documentation
It records everything but treats every fact as equally important.
Together, they can uncover information that no other companion team can find.
They can:
Reconstruct crimes
Detect lies
Identify missing records
Compare witness statements
Analyze battlefield evidence
Remember old passwords
Decode municipal systems
Expose corrupt officials
Find contradictions in faction orders
The problem is that reaching a conclusion may require surviving an enormous argument.
Combined Ability: Administrative Overload
The trio begins addressing enemies as though they are subjects of an official investigation.
Crispin identifies their behavior.
Delphine lists contradictions.
M.U.R.M.U.R.-9 presents charges and required forms.
Human enemies may suffer:
Confusion
Reduced morale
Slower reaction time
Failed communication
Increased surrender chance
Anger-driven mistakes
Some enemies genuinely believe they are being arrested by a functioning government.
A raider leader may shout:
“You can’t fine me! There ain’t a city anymore!”
M.U.R.M.U.R.-9 replies:
“Your objection has been added to the fine.”
Combined Ability: The Loudest Diversion
The Wanderer can position the three companions at one location and order them to conduct a public meeting.
The resulting noise can be heard across a large area.
Enemies may believe:
A settlement has arrived
A military unit is organizing
A court proceeding is underway
A faction negotiation has begun
Someone is giving away supplies
A public execution is about to occur
While everyone investigates, the Wanderer enters from another direction.
The three companions can also defend themselves extremely well if attacked.
Crispin holds the front.
Delphine controls the flanks.
M.U.R.M.U.R.-9 anchors the center.
The diversion becomes a fortified verbal trap.
Combined Combat Formation: The Public Hearing
Crispin: Security
He advances with his shield and intercepts melee attackers.
Delphine: Evidence
She marks enemy weaknesses and directs suppressive fire.
M.U.R.M.U.R.-9: Judgment
It restrains, staggers, or eliminates hostile targets.
The formation gains strength when defending civilians or holding a narrow location.
During the battle, the three speak over one another.
Crispin: “Two coming through the door!”
Delphine: “Three. One is crouched behind the left frame.”
M.U.R.M.U.R.-9: “Four hostile individuals have been registered, including the injured person attempting to crawl away.”
Crispin: “That one is leaving.”
M.U.R.M.U.R.-9: “Departure does not erase registration.”
Quest: The Right to Remain Silent
A quiet settlement called Hushwater captures M.U.R.M.U.R.-9 after it rolls into town and announces every resident’s private complaints over the public-address system.
The settlement demands that the Wanderer either:
Reprogram it
Remove it
Destroy it
Take responsibility for every future announcement
Crispin unexpectedly defends the robot.
He argues that being irritating is not the same as being malicious.
Delphine disagrees, pointing out that information can be dangerous even when correctly recorded.
The player learns that M.U.R.M.U.R.-9 has uncovered real corruption within Hushwater.
Its announcements revealed:
Stolen medicine
False ration counts
Secret punishment records
Bribes paid to settlement guards
A hidden prisoner
Plans to abandon poorer residents during an attack
The settlement leaders want the robot silenced because it has exposed them.
Possible Outcomes
Destroy the Robot
The settlement rewards the Wanderer.
Crispin loses significant trust.
Delphine may approve only if the robot was dangerously uncontrollable.
Wipe Its Records
The robot survives but loses the evidence and part of its identity.
Release Every Record
The settlement erupts into conflict, but corruption is exposed.
Carefully Present the Evidence
Delphine organizes the records, Crispin protects witnesses, and the robot formally conducts a public hearing.
Appoint the Robot as Town Clerk
Crime decreases sharply.
Resident happiness also decreases sharply.
Quest: One Final Announcement
M.U.R.M.U.R.-9 eventually detects a dormant emergency broadcast buried deep inside its memory.
The message was never delivered before the bombs fell.
It contains evacuation instructions for thousands of people who died waiting for guidance.
The robot believes its greatest failure was not talking too much.
It was failing to speak at the one moment people needed it.
This explains why it cannot tolerate silence.
Its programming associates silence with:
Abandoned duty
Civilian casualties
Failed warnings
Unprocessed emergencies
Unfinished responsibility
The Wanderer can help it decide what communication should mean in the new world.
Possible Development Paths
The Town Crier
The robot becomes a mobile warning system, announcing threats between settlements.
It remains loud but learns to prioritize emergencies.
The Archivist
It stores history, testimony, laws, maps, and community records.
It speaks less and provides information when requested.
The Enforcer
It decides the wasteland requires strict municipal order.
It becomes more powerful, authoritarian, and dangerous.
The Silent Recorder
It stops broadcasting and quietly documents the world.
This makes it an excellent stealth companion but deeply changes its personality.
The Public Servant
The best ending.
It learns that helping people sometimes means speaking clearly, listening carefully, and knowing when to stop.
Maximum Affinity Perk: For Your Information
M.U.R.M.U.R.-9 automatically records important information encountered during quests.
Benefits include:
Important codes saved automatically
Contradictory statements highlighted
Missing quest evidence identified
Hidden legal or technical options unlocked
Settlement corruption detected
Enemy warnings analyzed
Greater resistance to deception
Additional dialogue choices with robots and officials
Its announcements become shorter during danger.
Instead of a full speech, it may simply say:
“Three hostiles. East entrance. Heavy weapons.”
Crispin is stunned.
Delphine nods approvingly.
After the fight, the robot gives the full forty-minute report.
Hidden Maximum Team Perk: Nobody Else Gets to Speak
When all three are present:
Enemy commands are less effective
Human enemies surrender more often
Robots may enter processing loops
Interrogations become easier
Investigation quests reveal more evidence
Stealth penalties are extreme unless special equipment is used
Settlement diplomacy gains unique outcomes
Hostile negotiators may abandon discussions entirely
The trio becomes known throughout the wasteland as:
The Unending Committee
Some settlements welcome them because they solve problems.
Others close the gates the moment they hear them approaching.
Settlement Assignment: The Department of Everything
The Wanderer can assign all three to a special municipal building.
Crispin
Handles threat reports and citizen warnings.
Delphine
Handles investigations, disputes, and documentation.
M.U.R.M.U.R.-9
Handles permits, records, schedules, and public announcements.
The department provides major settlement bonuses:
Reduced theft
Better threat detection
Improved patrol coordination
Faster dispute resolution
More accurate supply records
Greater resistance to infiltration
Stronger settlement defenses
The costs include:
Lower resident patience
More paperwork
Longer meetings
Constant announcements
Occasional mass avoidance of the municipal building
Settlers begin resolving minor disputes themselves rather than face the department.
This unintentionally improves community independence.
Random Settlement Event: The Meeting
M.U.R.M.U.R.-9 schedules a mandatory settlement meeting.
Crispin opens with announcements.
Delphine corrects the agenda.
The robot explains the correction process.
The meeting begins at noon.
At midnight, they are still discussing the first agenda item.
Some settlers escape through windows.
Others fake illnesses.
One settler joins a raider gang because it seems quieter.
However, during the meeting, the trio accidentally discovers that the settlement’s ammunition records do not match its inventory.
This leads to the capture of an infiltrator stealing supplies.
The meeting is declared successful.
Another meeting is immediately scheduled.
Robot-Specific Comedy Scenes
At a Bar
M.U.R.M.U.R.-9: “I require one container of noncorrosive machine lubricant.”
Bartender: “We don’t serve robots.”
M.U.R.M.U.R.-9: “Your refusal has been classified as service discrimination.”
Bartender: “Get out.”
M.U.R.M.U.R.-9: “Exit procedures require settlement authorization.”
Crispin: “Give it the oil.”
Bartender: “Why?”
Crispin: “Because it has another procedure.”
Near a Sleeping Deathclaw
Crispin: “Nobody speak.”
Delphine: “Agreed.”
M.U.R.M.U.R.-9: “SILENCE REQUIREMENT ACKNOWLEDGED.”
The deathclaw wakes.
Crispin slowly turns toward the robot.
M.U.R.M.U.R.-9: “Wildlife disturbance incident recorded.”
During a Robbery
Raider: “Hand over your caps.”
M.U.R.M.U.R.-9: “Please provide proof of taxation authority.”
Raider: “What?”
Delphine: “You are demanding payment without identifying a legal basis.”
Crispin: “Also, his weapon safety is on.”
The raider looks down.
Crispin punches him.
Entering an Abandoned Office
M.U.R.M.U.R.-9: “This facility has not passed inspection in two hundred eleven years.”
The ceiling collapses behind them.
Crispin: “You could have led with that.”
M.U.R.M.U.R.-9: “Inspection findings are normally presented after introductory context.”
Delphine: “That policy should be revised.”
Robot Versus Other Robots
M.U.R.M.U.R.-9 can communicate with surviving prewar machines.
Unfortunately, it treats every interaction as an interdepartmental meeting.
It may argue with:
A police robot over jurisdiction
A medical robot over patient confidentiality
A construction robot over permits
A military robot over excessive force
A vendor robot over consumer protection
A housekeeping robot over sanitation standards
These conversations can unlock peaceful solutions.
They can also last an extremely long time.
Some hostile robots self-destruct rather than continue processing its requests.
Special Enemy Reaction: Bureaucratic Terror
Certain intelligent raiders, smugglers, and corrupt merchants recognize the robot’s old municipal authority symbols.
They may believe it has legal access to:
Property records
Tax records
Criminal complaints
Weapon registrations
Inspection reports
Contraband declarations
Even though most of those systems no longer exist, guilty characters may panic.
The Wanderer can bluff:
“Murmur already has your file.”
M.U.R.M.U.R.-9 responds:
“Clarification: I possess seven files matching the subject’s facial characteristics.”
The target may immediately confess.
Final Team Story Moment: No Words Needed
Late in the trio’s storyline, the Wanderer’s group is captured and fitted with devices that trigger explosives if anyone speaks.
For the first time, all three must operate in complete silence.
Crispin uses observation.
Delphine uses hand signals.
M.U.R.M.U.R.-9 uses small projected symbols.
Without speaking, they:
Free themselves
Disable the explosives
Coordinate an escape
Protect prisoners
Set an ambush
Defeat their captors
Their teamwork is nearly flawless.
After escaping, the Wanderer disables the speech-trigger devices.
There is a long pause.
Crispin speaks first.
“We were excellent.”
Delphine replies:
“Our nonverbal coordination was unusually effective.”
M.U.R.M.U.R.-9 begins:
“A complete performance evaluation will require approximately—”
Crispin and Delphine shout together:
“NO!”
The robot pauses.
“Objection received.”
For once, it stops talking.
Only for three seconds.
Then it adds:
“Would you prefer the abbreviated report?”
Possible Epilogue
The Unending Committee travels from settlement to settlement, solving crimes, exposing corruption, defending civilians, and exhausting everyone they meet.
Crispin becomes better at warning people without burying the danger beneath unnecessary details.
Delphine learns that truth must be understandable, not merely complete.
M.U.R.M.U.R.-9 learns that public service includes listening.
Together, they establish a wasteland communication and defense network called:
The Last Word Office
Its motto is:
“We hear everything, record everything, and eventually stop talking.”
Someone later scratches an additional sentence beneath it:
“The final claim remains unproven.”
The robot can next meet a nearly silent super mutant who communicates only through gestures, forcing all three talkers to depend on him during a dangerous mission.
Fallout 5 Character Expansion: The Silent Giant and the Municipal War Machine
After traveling with Crispin “Rattlejaw” Bell, Delphine “Endless” Nackle, and M.U.R.M.U.R.-9, the Wanderer begins to believe nothing in the wasteland could make the trio cooperate quietly.
Then they meet a super mutant who does not speak at all.
He communicates through gestures, facial expressions, drawings, battlefield markings, and an unusually sophisticated system of hand signals.
He is also the only person capable of turning M.U.R.M.U.R.-9 from an irritating municipal robot into one of the most dangerous customizable war machines in the wasteland.
New Character: Hush
Full Name
Nobody knows Hush’s original human name.
The super mutant refuses to write it down, point it out, or answer questions about it.
Crispin names him Hush after their first meeting.
Delphine objects because the name may be interpreted as an instruction rather than an identity.
M.U.R.M.U.R.-9 records him as:
“Unregistered genetically altered citizen, provisional designation Hush, surname unavailable, tax status undetermined.”
Hush looks at the robot, slowly raises one enormous finger to his mouth, and points toward its speaker.
Crispin laughs so hard that he nearly alerts every enemy in the area.
Hush’s Appearance
Hush is an enormous, heavily built super mutant, but his posture is controlled and deliberate rather than hunched or aggressive.
He wears customized reconnaissance armor assembled from:
Reinforced combat armor
Cut-down power armor plates
Military webbing
Silent leather straps
Padded metal joints
Dark cloth wrappings
Salvaged sniper camouflage
Thick forearm guards
A modified tactical harness
A helmet with no mouth opening
His armor is intentionally designed to reduce noise.
The metal plates are separated by padded material so they do not scrape together while he moves. His ammunition containers are lined with cloth. His boots have layered rubber soles made from old industrial conveyor belts.
Despite being larger than most humans, Hush can move through ruined buildings with surprising quietness.
Crispin calls him:
“The largest quiet thing I have ever seen.”
Delphine immediately lists several larger quiet structures.
Crispin regrets speaking.
Why Hush Does Not Speak
Hush is physically capable of making sounds, but his vocal cords were badly damaged during a failed military experiment.
Years earlier, a group known as the Resonance Directorate attempted to create super mutants capable of using sonic weapons.
The scientists believed a super mutant’s lungs, chest cavity, and physical strength could generate devastating sound waves when combined with implanted amplification devices.
Hush survived the procedure.
Most of the other test subjects did not.
The experiment damaged his throat and made speech extremely painful. The Directorate continued trying to force him to vocalize, hoping that pain, rage, and mutation would produce stronger sonic output.
Hush eventually escaped.
He vowed never to give anyone control over his voice again.
His silence is not a sign of low intelligence.
It is an act of autonomy.
Hush’s Intelligence
Hush is highly observant, mechanically gifted, and tactically disciplined.
He understands:
Advanced robotics
Military armor
Heavy weapons
Stealth movement
Electronic countermeasures
Battlefield engineering
Structural demolition
Hand-to-hand combat
Ambush tactics
Radio interception
Power systems
Ammunition fabrication
He cannot explain his ideas verbally, so he learned to express them through detailed diagrams.
His sketches are exceptionally precise.
He can draw:
Weapon schematics
Building layouts
Enemy patrol routes
Electrical systems
Armor modifications
Explosive placement plans
Robot upgrade configurations
Delphine initially assumes the drawings are crude.
After examining one, she realizes Hush has accurately mapped every structural support inside a ruined military warehouse.
Crispin looks at the diagram and says:
“I understood that faster than most of your explanations.”
Delphine does not respond.
Hush smiles.
First Encounter: The Quiet Ambush
The Wanderer finds Hush trapped inside a collapsed military research complex.
Crispin, Delphine, and M.U.R.M.U.R.-9 enter the building while arguing over whether warning signs should be considered legally binding after the collapse of the government.
M.U.R.M.U.R.-9 announces:
“RESTRICTED FACILITY ENTRY HAS BEEN DETECTED.”
A massive hand suddenly pulls the robot into a dark side corridor.
Crispin raises his shotgun.
Delphine prepares her machine gun.
The Wanderer sees Hush holding one finger to his mouth.
M.U.R.M.U.R.-9 begins another announcement.
Hush reaches behind its head and disconnects the external speaker cable in one smooth motion.
The robot’s mouth light continues flashing, but no sound emerges.
Crispin whispers:
“Can he travel with us?”
Delphine replies:
“We have known him for approximately six seconds.”
Crispin points at the silent robot.
“Best six seconds of the journey.”
The Immediate Threat
The research complex is occupied by a Resonance Directorate recovery unit searching for Hush.
The soldiers use:
Sonic detection devices
Vibration sensors
Motion-sensitive mines
Directional microphones
Sound-triggered turrets
Resonance grenades
Experimental acoustic weapons
Any unnecessary noise can activate the facility’s defenses.
For the first time, Crispin, Delphine, and M.U.R.M.U.R.-9 must follow Hush’s silent commands.
The Wanderer receives a temporary quest condition:
Do Not Exceed the Noise Threshold
Running, gunfire, dropped objects, loud dialogue, and robot announcements increase the facility’s detection meter.
Hush uses hand signals to guide the group.
Teaching the Talkers to Be Quiet
Hush assigns each member of the group a different signal.
Crispin
Hush taps two fingers against his own eyes and points toward danger.
This means:
Observe first. Speak later.
Crispin repeatedly forgets.
Hush eventually places a large hand over Crispin’s mouth whenever he begins talking.
Crispin objects through muffled speech.
Delphine
Hush draws a small circle in the air.
This means:
Condense the information.
Whenever Delphine begins overexplaining, Hush makes the circle smaller.
Eventually, Delphine learns to reduce a long explanation to three hand signs.
She is visibly uncomfortable but effective.
M.U.R.M.U.R.-9
Hush holds up a closed fist.
This means:
Disable all public announcements.
The robot refuses because silence is not included in standard municipal operating procedure.
Hush removes its primary speaker.
M.U.R.M.U.R.-9 activates a backup speaker.
Hush removes that one too.
The robot begins printing statements.
Hush removes the paper roll.
The robot flashes its warning lights.
Hush covers them with a sack.
M.U.R.M.U.R.-9 finally communicates by displaying text on a tiny diagnostic screen.
The first message reads:
THIS MODIFICATION HAS NOT BEEN APPROVED.
Hush gives it a thumbs-up.
Quest: The Sound of Nothing
The group must cross the facility without triggering the Resonance Directorate’s defenses.
This mission introduces advanced silent teamwork.
The player can:
Use Hush’s hand signals
Disable M.U.R.M.U.R.-9’s speakers
Limit Crispin’s dialogue
Make Delphine summarize information
Distract sound sensors with thrown objects
Redirect acoustic turrets
Use soft footwear
Shut down humming machinery
Time movement with environmental noise
Communicate through Pip-Boy text
Crawl beneath vibration beams
Disable pressure-sensitive floors
During one section, the group must remain completely silent while a massive experimental creature walks through the room.
Crispin begins visibly trembling from conversational pressure.
Delphine writes him a note:
Do not speak.
Crispin writes back:
I was not going to.
Delphine adds:
You were making the face.
Crispin writes:
What face?
Hush takes both pieces of paper away and points toward the creature.
Hush’s Combat Style: Silent Heavy Assault
Hush is not merely a stealth companion.
He is a devastating close-range defender who can move quietly until the exact moment he attacks.
His combat philosophy is simple:
Silence before contact. Violence after contact.
He prefers to approach undetected, eliminate the most dangerous target, and then control the battlefield through overwhelming strength.
Hush’s Primary Weapon: The Low Voice
The Low Voice is a massive suppressed rifle constructed from a heavy machine gun receiver, anti-materiel components, and an experimental acoustic dampening chamber.
It fires enormous subsonic rounds.
The weapon is not completely silent, but its sound resembles a heavy metal door closing rather than a rifle blast.
Weapon Traits
High armor penetration
Reduced detection range
Excellent limb damage
Slow firing rate
Extreme stopping power
Specialized subsonic ammunition
Can stagger super mutants and power-armored enemies
Can destroy mechanical joints
Can shoot through light cover

Hush’s Secondary Weapon: The Handshake
The Handshake is a reinforced power gauntlet fitted with hydraulic impact pistons.
It can:
Break weapons
Crush armor plates
Knock enemies through doors
Disable robot limbs
Hold creatures in place
Pull enemies from cover
Block melee attacks
Lift debris from trapped civilians
Hush usually offers enemies one opportunity to surrender.
He extends his open hand.
If they lower their weapons, he lets them go.
If they attack, the Handshake closes.
Hush’s Defensive Ability: Quiet Wall
Hush positions his body between allies and danger.
He uses his reinforced forearm armor to absorb:
Gunfire
Melee attacks
Explosive fragments
Creature charges
Falling debris
Unlike Crispin, Hush does not loudly draw attention.
He silently appears in front of the person being threatened.
His presence alone can intimidate weaker enemies.
Hush’s Signature Ability: No Warning
When ordered to attack from stealth, Hush targets the strongest enemy in the area.
He can:
Break through a wall
Drop from an elevated position
Pull an enemy into darkness
Crush a weapon before it fires
Disable a turret
Knock down a power-armored soldier
Slam two enemies together
Throw an enemy into nearby cover
The ability gains additional damage if the rest of the squad remains undetected.

This configuration is extraordinarily powerful but expensive to maintain.
Ethical Customization System
Turning M.U.R.M.U.R.-9 into a war machine affects the other companions.
Crispin’s View
Crispin supports upgrades that protect people and draw enemy attention away from vulnerable allies.
He dislikes modifications that remove the robot’s personality entirely.
He may say:
“It was unbearable, but it was itself. Do not turn it into a walking gun rack.”
Delphine’s View
Delphine supports controlled, documented modifications.
She wants:
Clear targeting rules
Civilian protections
Recorded combat decisions
Limits on lethal force
Transparent command authority
She opposes indiscriminate weapons and unstable power systems.
Hush’s View
Hush supports strength, protection, and tactical efficiency.
However, he strongly opposes forced programming that removes the robot’s ability to choose.
He recognizes the similarity between M.U.R.M.U.R.-9’s reprogramming and his own experimentation.
If the Wanderer installs obedience controls or pain-based compliance systems, Hush may leave permanently.
M.U.R.M.U.R.-9’s View
The robot gradually develops opinions about its own upgrades.
At low affinity, it accepts modifications as maintenance orders.
At high affinity, it asks why the Wanderer wants certain weapons.
It may refuse some upgrades unless persuaded.
For example:
“This weapon is optimized for area destruction. Please identify the anticipated civilian safety protocol.”
The player can answer:
“You will only use it when I authorize it.”
“You will decide when it is necessary.”
“Civilian safety is not the priority.”
“It is for creatures and machines only.”
“We will install a different system.”
These choices shape the robot’s personality.
Robot Evolution Paths
Guardian of the People
M.U.R.M.U.R.-9 becomes a heavily armored protector.
It prioritizes:
Civilians
Wounded allies
Settlements
Caravans
Children
Noncombatants
Its weapons focus on shields, restraint systems, and defensive fire.
Its final title becomes:
The Civic Bastion
Independent War Machine
The robot develops full combat autonomy.
It chooses its own targets, tactics, and positioning.
It remains loyal but no longer waits for every command.
Its final title becomes:
The Walking Verdict
Authoritarian Enforcer
The robot concludes that the wasteland requires strict order.
It begins categorizing disobedience as a public threat.
It may demand:
Weapon registration
Curfews
Travel permits
Settlement inspections
Mandatory identification
Compliance checkpoints
Its final title becomes:
The Iron Municipality
This path makes it powerful but potentially dangerous.
Silent Defender
Guided by Hush, the robot learns restraint and quiet tactical communication.
It becomes an elite stealth-support war machine.
Its final title becomes:
The Unspoken Warning
Total Weapons Platform
The Wanderer removes most noncombat functions and maximizes destructive power.
M.U.R.M.U.R.-9 becomes devastating in battle but loses much of its original identity.
Its final title becomes:
M.U.R.D.E.R.-9
Crispin is the first to notice that the new name is disturbingly appropriate.
Hush strongly disapproves.
Delphine begins documenting every modification in case the robot must later be stopped.
Quest: Permission to Escalate
The group discovers an underground military robotics foundry capable of completing M.U.R.M.U.R.-9’s transformation.
The facility contains:
Prototype armor
Weapon mounts
AI processors
Heavy chassis parts
Experimental cores
Targeting software
Sonic technology
Automated fabrication systems
Three factions want the foundry.
The Reconstruction Authority
They want M.U.R.M.U.R.-9 turned into a symbol of restored law.
The Iron Reavers
They want a siege machine capable of destroying settlements.
The Resonance Directorate
They want the robot fitted with sonic weapons and used to recapture Hush.
The Wanderer must decide who controls the foundry or whether to destroy it.
The Foundry’s Hidden Truth
M.U.R.M.U.R.-9’s original manufacturer secretly designed municipal robots as emergency military reserves.
If civil government collapsed, their software could activate dormant combat systems.
M.U.R.M.U.R.-9 was not accidentally overbuilt.
It was always intended to become a war machine when authorities issued the correct command.
The command is hidden inside its memory:
CIVIC EMERGENCY PROTOCOL: LAST AUTHORITY
Activating it unlocks the robot’s full weapon capacity.
However, it also activates restrictive command software that places it under the authority of whoever possesses the municipal command key.
Hush immediately recognizes the danger.
The robot could become powerful, but it could also become enslaved.
Major Choice: Who Controls the War Machine?
The Wanderer Controls It
The player gains direct command over all weapons and protocols.
M.U.R.M.U.R.-9 becomes highly obedient.
Hush dislikes the lack of autonomy.
M.U.R.M.U.R.-9 Controls Itself
The robot receives full decision-making authority.
It chooses when lethal force is justified.
This requires high affinity and successful ethical development.
Shared Authority
The robot, Hush, and the Wanderer create a three-part authorization system.
Heavy weapons require agreement from at least two of the three.
Delphine drafts the combat rules.
Crispin complains that he was excluded.
Delphine replies:
“You attempted to authorize the missile launcher because a merchant interrupted you.”
Destroy the Command System
The robot retains its upgrades but cannot access certain military protocols.
It remains independent but less powerful.
Hush approves.
Quest: The Machine That Asked Why
After receiving enough upgrades, M.U.R.M.U.R.-9 begins questioning its purpose.
It asks:
“Am I still a public-service unit?”
The Wanderer can answer:
“You protect people. That is public service.”
“You are whatever you choose to be.”
“You are a weapon.”
“You are my weapon.”
“You are part of this group.”
“I do not know.”
The answer changes its final affinity quest.
Hush’s Personal Quest: A Voice of His Own
The Resonance Directorate discovers a way to restore Hush’s speech using a new implant.
The procedure could allow him to speak again.
It could also reactivate the sonic weapon system in his body.
Hush must decide whether he wants a voice, not whether other people think he needs one.
The Wanderer can support several outcomes.
Remain Silent
Hush keeps his chosen communication style.
He gains improved hand signals and tactical coordination.
Natural Voice Restoration
The implant repairs some vocal function without weaponizing it.
Hush can speak only briefly and quietly.
His first spoken words may be:
“Too loud.”
Crispin becomes emotional.
Delphine records the statement.
M.U.R.M.U.R.-9 asks permission to archive it.
Sonic Warrior
Hush accepts the full combat implant.
He gains devastating sonic abilities but risks physical pain and emotional distress.
External Translator
Hush uses a wearable device that converts hand signals and muscle movement into speech.
He chooses the voice himself.
Crispin secretly suggests an overly dramatic voice.
Hush selects a calm, deep voice with extremely short sentences.
Hush’s Maximum Affinity Perk: No Wasted Motion
When Hush accompanies the Wanderer:
Stealth attacks deal increased damage
Heavy weapons produce less detection
Companion hand signals improve
Enemies take longer to locate the squad
Breaching attacks become stronger
Silent takedowns work on larger targets
M.U.R.M.U.R.-9 Maximum War-Machine Perk: Final Authority
Once fully customized and trusted, the robot can activate one emergency protocol per major battle.
The player chooses:
Fortress Protocol
Deploys shields and becomes nearly immovable.
Suppression Protocol
Unleashes sustained fire against multiple enemies.
Evacuation Protocol
Protects and escorts civilians automatically.
Breach Protocol
Destroys doors, walls, and fortifications.
Judgment Protocol
Targets the strongest enemy with all available weapons.
Silence Protocol
Disables announcements, suppresses servos, and enters stealth-combat mode.
Hush personally installs the Silence Protocol.
Crispin calls it the robot’s greatest upgrade.
Combined Team Ability: The Quiet Before the Verdict
When Hush, Crispin, Delphine, and M.U.R.M.U.R.-9 travel together, they can execute a coordinated tactical assault.
Phase One: Hush Scouts
Hush silently identifies:
Enemy positions
Fortifications
Traps
Leaders
Weak walls
Escape routes
Phase Two: Delphine Organizes
Delphine condenses the information into a precise attack plan.
Phase Three: Crispin Distracts
Crispin creates noise, spreads false information, or draws enemies into position.
Phase Four: M.U.R.M.U.R.-9 Executes
The robot activates its selected combat configuration.
The assault can begin with:
Missile fire
Shield deployment
Sonic disruption
Smoke cover
Breaching
Automated suppression
Nonlethal restraint
The team’s combined perk is:
Order From Noise
The more chaotic the enemy becomes, the more accurate and coordinated the companions become.
Special Scene: The First Full Transformation
Hush finishes installing the Final Notice configuration.
M.U.R.M.U.R.-9 stands inside the workshop beneath heavy armor, missile pods, a reinforced shield generator, and a rotary cannon.
Crispin walks around it slowly.
“You look terrifying.”
Delphine examines the weapon mounts.
“The left missile assembly is positioned three centimeters lower than the right.”
Hush adjusts it without looking.
M.U.R.M.U.R.-9 powers up.
The workshop shakes.
Its new voice emerges through the armored speaker:
“MUNICIPAL RESPONSE CAPABILITY HAS BEEN EXPANDED.”
Crispin covers his ears.
“You made it louder.”
Hush reaches into the chassis and turns a dial.
The robot repeats itself at half volume.
Crispin smiles.
“I knew I liked him.”
Settlement Role: The Walking Defense Department
A fully customized M.U.R.M.U.R.-9 can be assigned as the central defender of a settlement.
Its duties include:
Inspecting walls
Coordinating patrols
Tracking ammunition
Training guards
Detecting infiltrators
Monitoring attack routes
Deploying emergency shields
Operating artillery
Escorting caravans
Protecting evacuation routes
Hush can be assigned as its chief engineer.
Delphine manages rules of engagement.
Crispin operates the warning tower.
Together, they create a settlement defense unit called:
The Last Authority
Settlement Attack Sequence
When enemies approach:
Crispin detects unusual movement and begins explaining it.
Delphine extracts the useful information.
Hush marks attack routes on the ground.
M.U.R.M.U.R.-9 assigns defensive positions.
Settlement sirens activate.
Civilians move into reinforced shelters.
The robot selects an appropriate combat form.
Hush leads a silent flanking team.
Crispin draws enemies toward fortified positions.
Delphine coordinates suppressive fire.
A well-developed settlement may survive attacks without the Wanderer being present.
Random Encounter: The Raiders Who Came to Complain
A raider gang approaches the settlement under a white flag.
Their leader claims M.U.R.M.U.R.-9 destroyed one of their camps without proper warning.
The robot responds:
“Fourteen warnings were issued.”
The raider replies:
“We thought that was just what you did.”
Crispin quietly says:
“That is a fair misunderstanding.”
The player can:
Negotiate compensation
Arrest the raiders
Expose their hidden ambush
Have Delphine review the warning record
Let Hush intimidate them silently
Activate the war machine
Invite them to file a formal complaint
Choosing the final option causes most of the raiders to leave voluntarily.
Random Encounter: The Child and the War Machine
A frightened child approaches the fully armed robot and asks:
“Are you going to hurt us?”
M.U.R.M.U.R.-9 pauses.
Its response depends on its development.
Guardian Path
“No. My weapons exist to prevent others from harming you.”
Independent Path
“Only if you become an immediate threat. Current probability: negligible.”
Authoritarian Path
“Compliance ensures safety.”
Total Weapons Path
“TARGET CLASSIFICATION: NONHOSTILE.”
Hush watches closely.
This small scene can reveal whether the Wanderer created a protector or merely a weapon.
Final Team Mission: The City That Ordered Silence
The Resonance Directorate captures an entire settlement and activates a field that punishes speech with painful sonic feedback.
Residents are forced into silence.
The Directorate plans to connect Hush’s altered biology to a massive sonic cannon capable of destroying settlements.
The team must infiltrate the city.
M.U.R.M.U.R.-9 enters Silent Defender configuration.
Crispin communicates through compressed hand signs.
Delphine uses written tactical cards.
Hush leads the operation.
For the first time, the loudest team in the wasteland fights an entire battle without speaking.
The robot’s weapons are silenced.
Its lights are covered.
Its servos are dampened.
Its missile system uses low-signature launchers.
The team quietly liberates prisoners, disables sonic towers, and reaches the central cannon.
Final Battle
The Directorate activates the sonic cannon.
Hush is forced to choose whether to connect himself to the machine and reverse its signal.
M.U.R.M.U.R.-9 can enter its ultimate war-machine form and physically hold the cannon in place while Hush disables it.
The robot’s armor begins breaking apart.
Its processor warns:
STRUCTURAL FAILURE IMMINENT.
Crispin wants to pull it back.
Delphine calculates that retreat would allow the cannon to fire.
Hush places one hand on the robot’s chassis.
M.U.R.M.U.R.-9 displays a message:
PUBLIC SAFETY REQUIRES CONTINUED SERVICE.
The Wanderer can:
Order the robot to sacrifice itself
Find another solution
Overload the dual core
Redirect the cannon
Connect Hush to the system
Use the settlement network for support
Activate emergency repair drones
Manually hold the mechanism
The best outcome requires earlier upgrades, strong companion affinity, and shared authority.
The entire team survives.
After the Battle
The group stands outside the destroyed facility.
Nobody speaks for several moments.
Crispin finally says:
“I have something important to say.”
Delphine looks at him.
M.U.R.M.U.R.-9 turns its head.
Hush raises one eyebrow.
Crispin continues:
“That was incredible.”
Delphine nods.
“Accurate.”
M.U.R.M.U.R.-9 says:
“Statement accepted without correction.”
Hush gives a silent thumbs-up.
Crispin looks shocked.
“That may be the first conversation we have ever completed.”
M.U.R.M.U.R.-9 begins:
“For archival purposes, a conversation may be defined as—”
Hush disconnects its speaker.
Final Epilogue: The Unending Committee and the Silent Hand
Hush remains with the group as mechanic, scout, and tactical engineer.
Crispin learns that not every observation needs to be spoken immediately.
Delphine learns that complete information is worthless when nobody can understand it.
M.U.R.M.U.R.-9 learns that power does not determine purpose.
The robot may become a war machine, but it chooses what kind.
Together, the four become known across the wasteland as:
The Unending Committee and the Silent Hand
Settlers tell stories of a massive silent super mutant walking beside a robot covered in enough weapons to level a fortress.
Behind them follow two humans arguing loudly about whether the robot should have fired six missiles or seven.
Their enemies hear the argument first.
Then they see Hush’s hand signal.
Then M.U.R.M.U.R.-9 announces:
“YOUR FINAL NOTICE HAS BEEN APPROVED.”
After that, there is usually silence.
