They do far more than collect garbage. They locate radioactive contamination, leaking chemicals, diseased corpses, buried military waste, malfunctioning reactors, toxic creatures, and hidden dumping grounds.

Their motto:

“Nothing stays buried forever.”

Who They Are

The Waste Wardens began as sanitation workers, sewer crews, environmental engineers, demolition experts, and scavengers who realized that invisible contamination killed more settlements than raiders did.

Over time, they became a mixture of:

  • Hazardous-material specialists

  • Radiation surveyors

  • Sewer and tunnel workers

  • Corpse-removal crews

  • Pest exterminators

  • Salvage engineers

  • Cleanup mercenaries

  • Contamination investigators

Settlements hire them when crops mysteriously die, children become sick, water tastes metallic, mutated animals appear, or radiation levels rise without explanation.

The Wardens may discover that the actual problem is not waste at all. It could be a buried laboratory, sabotaged purifier, radioactive murder weapon, leaking power armor core, concealed FEV experiment, or a faction secretly poisoning the area.


Waste Detection System

The Wardens use specialized tools to identify hazards that ordinary Pip-Boys cannot fully classify.

The Waste Scanner

A large handheld device that detects:

  • Radiation

  • Toxic chemicals

  • Biological contamination

  • FEV residue

  • Industrial solvents

  • Heavy metals

  • Human and creature remains

  • Contaminated groundwater

  • Unstable fusion material

The scanner does not simply say that something is dangerous. It can estimate where the contamination originated, how long it has been present, and whether it is spreading.

The Sniffers

The Wardens maintain specially trained animals and robots called Sniffers.

Waste Hounds

Mutated dogs trained to detect chemical leaks, corpses, diseased creatures, and radioactive material. Different breeds specialize in different hazards.

Some wear protective goggles, respirators, armored paws, and sensor harnesses.

Molerat Trackers

Small, partially domesticated molerats used to locate underground pipes, tunnels, buried waste containers, and contaminated soil.

Sniffer Bots

Compact robots equipped with sampling arms and hazard alarms. They roll or crawl into dangerous spaces before humans enter.

Sniffer Bots may chirp, whistle, or speak in strangely cheerful Pre-War sanitation slogans while surrounded by horrific contamination.


Faction Headquarters: The Sorting Yard

The Wardens operate from a massive fortified landfill, recycling plant, wastewater facility, or municipal sanitation depot known as The Sorting Yard.

The location contains:

  • Decontamination chambers

  • Incinerators

  • Waste compactors

  • Purification tanks

  • Salvage warehouses

  • Quarantine cells

  • Corpse examination rooms

  • Contaminated-item storage

  • Mutant holding pens

  • Underground sewer access

  • A mountain of sorted scrap

  • A heavily guarded hazardous-waste vault

Everything collected is assigned a classification.

Classification markings:

  • Green: Safe salvage

  • Blue: Recyclable technology

  • Yellow: Chemical hazard

  • Orange: Biological hazard

  • Red: Severe radiation

  • Purple: Unknown mutation or FEV

  • Black: Must never be opened

Naturally, the Black Storage section becomes one of the most dangerous locations in the faction’s storyline.


Warden Divisions

1. The Finders

Scouts and investigators who locate contamination.

They interview settlers, inspect dead animals, test soil, follow drainage systems, and map underground hazards.

Finders are part scientist, part detective.

2. The Sweepers

The primary removal crews. They enter contaminated buildings, sewers, caves, battlefields, and industrial sites.

Their armor is covered with hoses, filters, reinforced gloves, sample containers, and interchangeable breathing masks.

3. The Burners

A controversial division responsible for destroying material that cannot be safely transported.

They use flamethrowers, plasma incinerators, chemical neutralizers, and portable furnaces. Some Burners become too willing to declare entire buildings or settlements contaminated.

4. The Dredgers

Heavy crews who clear rivers, sewer tunnels, flooded vaults, drainage canals, and underground reservoirs.

They wear weighted armor and carry harpoon guns, cutting equipment, and underwater lamps.

5. The Sorters

Engineers and scavengers who determine what can be recycled, sold, repaired, purified, or repurposed.

They may recover valuable technology before the cleanup site is destroyed.

6. The Quarantine Corps

Armed personnel who isolate infected locations and prevent civilians from leaving.

They are necessary during outbreaks, but they are also feared because they can seal a settlement behind barricades without warning.

7. The Undertakers

Crews who collect and examine corpses after battles, epidemics, creature attacks, and unexplained deaths.

They can identify whether someone died from radiation, poison, disease, mutation, or murder.


Appearance

Waste Wardens wear mismatched protective clothing built from industrial and military equipment.

Their gear could include:

  • Yellow, orange, white, or faded green hazard suits

  • Reinforced sanitation uniforms

  • Rubberized armor plates

  • Gas masks with replaceable filters

  • Clear face shields

  • Oxygen tanks

  • Lead-lined aprons

  • Heavy gloves and boots

  • Warning lights attached to helmets

  • Contamination tags tied to equipment

  • Portable showers mounted to backpacks

Higher-ranking Wardens wear long coats made from layered protective fabric, with colored hazard stripes marking their specialization.

Their emblem could be a three-arrow recycling symbol surrounding a cracked radiation icon.


Weapons and Equipment

The Wardens prefer tools that serve both practical and combat purposes.

The Wastehook

A long hooked pole used to pull debris, bodies, creatures, and containers from dangerous areas. It can be modified into a brutal melee weapon.

Pressure Washer Rifle

A high-powered industrial sprayer that can fire:

  • Purified water

  • Acidic cleaner

  • Chemical neutralizer

  • Flammable solvent

  • Irradiated sludge

  • Adhesive foam

Compactor Hammer

A hydraulic sledgehammer originally used to crush debris and seal containers.

Incinerator Lance

Sealant Gun

Fires rapidly expanding foam that can:

Not all Wardens agree these should exist. They release marked chemical dust that makes enemies visible to scanners, robots, and trained Waste Hounds.

Portable Decontamination Frame

A deployable arch that gradually removes radiation and certain diseases from anyone standing beneath it.


How They Make Money

The Waste Wardens charge settlements based on the danger of the job.

Payment may include:

  • Caps

  • Food

  • Purified water

  • Salvage rights

  • Land ownership

  • Access to sewer systems

  • Exclusive recycling contracts

  • A percentage of recovered technology

This creates controversy. A settlement may be unable to afford cleanup, forcing it to surrender valuable land or resources.

Some Wardens sincerely protect people. Others behave like sanitation racketeers:

“Pay the cleanup fee, or we classify your entire settlement as a hazardous zone.”


The Hidden Problem

The Waste Wardens may secretly be creating a monopoly.

By controlling contamination reports, they can declare land unsafe, evacuate its residents, clean it cheaply, and then sell the territory to another faction.

A corrupt regional commander might deliberately spread small amounts of radioactive or chemical waste to generate new cleanup contracts.

The player could uncover several possible truths:

  • The Wardens are fabricating some contamination reports.

  • Raiders are being paid to dump toxic material near settlements.

  • A corporation-like faction is purchasing cleaned land.

  • The Wardens’ leader knows a massive underground waste system is failing.

  • Some hazardous waste is being sold as ammunition or experimental fuel.

  • The Black Storage facility contains FEV and Institute technology.

The faction is therefore neither completely heroic nor completely villainous.


Major Characters

Director Mara Voss, “The Inspector”

The faction’s disciplined leader. She believes contamination must be controlled even if entire communities have to be abandoned.

She rarely removes her respirator because years of exposure have damaged her lungs.

Clyde “Trashmouth” Benson

A foul-mouthed veteran Sweeper who can identify hundreds of substances by smell. He claims he can distinguish a leaking fusion core from radioactive sewage while blindfolded.

He may become a companion.

Companion perk: One Man’s Trash

Containers, junk piles, corpses, and destroyed robots have a higher chance of containing rare crafting materials.

Dr. Lenora Glass

A former environmental scientist who studies mutation patterns. She suspects that much of the region’s contamination is deliberately engineered.

Brother Bleach

Leader of the Burners. He sees fire as the purest form of sanitation and believes mutation itself is a form of waste.

He could become an antagonist within the faction.

Mop

A modified Protectron janitor that speaks as though the entire wasteland is one enormous workplace accident.

“Caution. Civilization has spilled.”

Mop can mark hazards, clean minor contamination, and spray enemies with industrial chemicals.

Nails

A ghoul Dredger who has worked in sewer and subway systems for nearly two centuries. He remembers where Pre-War waste was illegally buried.

He may know more about the region’s underground infrastructure than anyone alive.


Quest Ideas

“Something in the Water”

A settlement’s residents are becoming sick. The Wardens initially blame an old chemical plant, but the player discovers someone is dumping contaminated bodies upstream.

“Black Tag”

A sealed container marked with a Black classification disappears during transport. Several factions are searching for it, but no one knows what is inside.

“The Cleanest Town in the Wasteland”

A suspiciously perfect settlement has no garbage, disease, or radiation. The player discovers its waste is secretly being transported to poorer communities.

“Dead Air”

A toxic cloud begins moving through several settlements. The player must track wind patterns, repair detection towers, and decide which areas receive the limited supply of filters.

“Hazard Pay”

A cleanup crew refuses to enter a buried facility after several Sniffer Bots vanish. The facility contains waste-mutated maintenance robots that now treat all living organisms as contamination.

“No Safe Dose”

The Wardens want to evacuate a settlement built over radioactive soil. The settlers refuse because the land is fertile and their families have lived there for generations.

The player can relocate them, treat the land, falsify the report, or expose the Wardens’ financial motive.

“The Great Heap”

A massive garbage mountain begins moving. It is actually a nest formed around a gigantic mutated organism that has absorbed metal, bones, plastics, and radioactive waste.

“Sweep It Under”

Old records reveal that several powerful factions secretly dumped experimental material into the regional sewer network. Exposing them could destabilize the entire wasteland.

Settlements produce different types of waste depending on their population and industries.

  • Medical waste increases disease risk.

  • Industrial waste contaminates water.

  • Fusion waste raises radiation.

  • Corpses spread disease and lower morale.

  • Robot scrap may contain unstable power cells.

The Sanitation Authority Ending

The Wardens gain legal power over settlements and become a powerful regulatory government.

The Waste Cartel Ending

The faction controls cleanup, recycling, land recovery, and hazardous weapons, becoming one of the richest organizations in the region.

The Purification Ending

Brother Bleach takes control and declares mutants, ghouls, contaminated humans, and disobedient settlements forms of biological waste.

The Scattered Crews Ending

The faction is dismantled, but independent cleanup teams continue operating throughout the wasteland.

The Player-Controlled Ending

The player becomes Chief Inspector, deciding which settlements receive aid, which areas are quarantined, and what happens to dangerous recovered technology.

The Two Scientists Behind the Decontamination Breakthrough

Within the Waste Wardens are two scientists who changed the organization from a hazardous-waste removal crew into one of the most valuable technological factions in the wasteland.

Dr. Elara Venn — “The Neutralizer”

Dr. Elara Venn is a radiation chemist, environmental engineer, and former researcher from a partially restored pre-War water-treatment facility.

She specializes in breaking hazardous substances down into less dangerous compounds. Her focus includes:

  • Radioactive soil

  • Contaminated water

  • Industrial chemicals

  • Toxic metals

  • Biological waste

  • Mutated spores

  • Leaking reactor coolant

  • Hazardous creature remains

  • FEV-contaminated material

Elara is careful, methodical, and deeply concerned about unintended consequences. She refuses to claim that anything is completely safe until it has been tested repeatedly.

Her philosophy is:

“Removing the warning sign does not remove the danger.”

She believes decontamination technology should belong to settlements rather than wealthy factions.


Dr. Silas Kern — “The Scrubber”

Dr. Silas Kern is a mechanical engineer, roboticist, and filtration specialist. While Elara develops the neutralizing compounds, Silas designs the machines that distribute, recycle, monitor, and contain them.

He is more aggressive and experimental than Elara.

Silas believes dangerous technology should be deployed quickly, even when it is imperfect.

His philosophy is:

“A machine that works seventy percent of the time saves more people than a perfect machine that never leaves the laboratory.”

Silas builds:

A medium-sized machine that continuously treats air, water, and limited soil around a settlement.

It resembles a combination of:

  • Water purifier

  • Industrial furnace

  • Ventilation tower

  • Chemical laboratory

  • Radio antenna

  • Recycling machine

The Settlement Scrubber requires:

  • Electricity

  • Replacement filters

  • Neutralizer compounds

  • Skilled maintenance

  • Waste containers

  • Clean water

  • Cooling equipment

It improves:

  • Settlement health

  • Crop quality

  • Water safety

  • Air quality

It contains separate areas for:

These tents may appear during dynamic events.

For example, after a radioactive storm, the Wardens establish a temporary treatment camp outside a settlement.

A specialized station designed for farmland.

It treats:

  • Irrigation water

  • Irradiated soil

  • Fungal outbreaks

  • Mutated insects

  • Toxic fertilizer

  • Contaminated seeds

  • Diseased brahmin waste

  • Radstorm residue

The machine uses slow-moving treatment arms that pass across crop rows.

It can improve food production, but aggressive treatment may reduce crop mutations that settlers rely upon for survival.

For example, a mutated plant might grow in radioactive soil but die once the soil is completely cleaned.

This creates a difficult question:

Should the Wardens restore the environment to a pre-War condition, or preserve useful wasteland adaptations?


7. Waterway Purification Barge

A floating cleanup station used on rivers, lakes, reservoirs, and flooded cities.

It includes:

  • Water filters

  • Floating contamination barriers

  • Robotic dredgers

  • Chemical samplers

  • Dead-creature collection nets

  • Underwater sensors

  • Sediment pumps

  • Defensive turrets

The barge can remove contamination from a major water source over time.

However, creatures living in the polluted water may attack the station.

Some settlements may also oppose the cleanup because they make money harvesting mutated fish, glowing algae, or radioactive minerals.

A tall industrial tower designed to reduce airborne contamination.

It can filter:

The tower creates a limited clean-air zone around a settlement.

During a radstorm, residents may gather near the tower while its turbines strain to keep the air breathable.

10. Regional Decontamination Plant

The largest machine designed by Elara and Silas.

It is constructed inside a restored:

  • Military base

  • Industrial complex

  • Underground laboratory

  • Municipal sanitation network

This plant can gradually purify an entire district.

It may affect:

  • Farms

  • Creature habitats

  • Radiation levels

  • Weather patterns

The plant becomes politically important because whichever faction controls it may control the region’s water, agriculture, and habitability.

A faction could use access to clean land as leverage:

11. The Purification Beacon

An experimental tower that emits controlled electromagnetic and ultrasonic pulses to help neutralizing compounds move through contaminated areas.

At allied settlements, the player could assign robots to specific jobs.

  • D.I.R.T.-E. tests soil and detects buried hazards.

  • S.C.R.U.B.-9 maintains roads and removes contaminated debris.

  • M.A.R.T.H.A. protects the settlement during radstorms.

  • S.T.E.R.I.-BOT works in clinics and quarantine areas.

  • P.I.P.E.-E.Y.E. maintains plumbing and sewers.

  • T.I.D.E. protects water purifiers.

  • C.O.M.P.O.S.T. supports agriculture.

  • P.U.R.G.E. operates the settlement entrance checkpoint.

  • B.I.N.-D.R. transports materials and performs heavy construction.

  • M.O.P. handles general maintenance.

Well-maintained robots improve health, water, food, cleanliness, and morale. Poorly maintained robots may misclassify residents, spread contamination, destroy crops, or place an entire settlement under lockdown.

Its final opinion on The Janitor could determine whether the master network is destroyed, repaired, reprogrammed, or placed under the player’s control.
