[Fallout 5] The Hushfolk

Hidden inside the ruins of an abandoned residential district is a settlement known as Whisper’s Rest. The people living there are called the Hushfolk, although outsiders sometimes call them Ghost Settlers because they can move through the settlement without making a sound.

They are not raiders, assassins, or thieves by nature. They are ordinary survivors who learned that silence was the only thing keeping them alive.

Years earlier, the area was surrounded by super mutants, feral ghouls, raiders, and strange creatures that hunted by sound. The original settlers survived by communicating quietly, padding their floors, covering noisy machinery, and teaching every resident how to move without being detected.

Over time, silence became more than a survival technique. It became their culture.


Whisper’s Rest

Whisper’s Rest appears abandoned when the player first discovers it.

There are no guards standing at the entrance. No merchants shouting. No generators loudly humming. No settlers walking openly through the streets.

The settlement consists of several connected houses, underground utility tunnels, hidden walkways, rooftop bridges, crawlspaces, and concealed observation posts. Almost every door has been modified so it cannot squeak. Wind chimes have been removed. Loose metal is tied down with cloth. Generators are buried beneath insulated rooms.

The player may walk through the settlement for several minutes without seeing anyone.

However, the settlers are watching from:

  • Attics

  • Rooftop vents

  • False walls

  • Drainage tunnels

  • Abandoned vehicles

  • Camouflaged guard towers

  • Cracks between boarded windows

The player may occasionally notice a curtain move, a shadow disappear, or an object quietly change position.

Then a voice behind the player whispers:

“You make a lot of noise.”

When the player turns around, no one is there.


Mr. Sneaky

Mr. Sneaky is the most famous resident of Whisper’s Rest.

His real name is believed to be Milton Snead, although almost nobody uses it. Some settlers claim even that name is fake.

He is a thin, middle-aged man who wears layers of dark cloth, padded leather armor, soft-soled boots, and a hood made from stitched military camouflage. Small tools, lockpicks, throwing knives, and smoke capsules are hidden throughout his clothing.

He rarely stands in the center of a room. He remains near walls, shadows, doors, or escape routes.

Even when speaking directly to someone, he may suddenly disappear when they look away.

His Reputation

Stories about Mr. Sneaky have become legends throughout the settlement.

According to the residents, he once:

  • Stole a grenade from a raider’s belt while the raider was holding a hostage.

  • Replaced a super mutant’s ammunition with rocks.

  • Entered a heavily guarded camp, freed six prisoners, and left without killing anyone.

  • Slept inside a raider chief’s personal tent for two nights while gathering information.

  • Removed every weapon from a gang’s armory and placed them outside the settlement gate.

  • Followed a Brotherhood patrol for three days without being detected.

  • Picked the lock on a deathclaw cage while the creature was sleeping.

  • Took the boots off a sleeping Gunner and left him wearing slippers.

Some stories are probably exaggerated.

Mr. Sneaky refuses to confirm or deny any of them.

When asked how he became so skilled, he answers:

“Most people are too busy looking ahead. I learned to live everywhere else.”


Mr. Sneaky’s Personality

Mr. Sneaky is calm, dryly humorous, observant, and surprisingly polite.

He never raises his voice.

He enjoys appearing in unexpected locations just to frighten people. He may suddenly speak from beneath a table, inside a closet, behind the player, or from the other side of a window.

He also keeps count of how many times he successfully sneaks up on the player.

A Surprisingly Good Man

Despite his unsettling behavior, Mr. Sneaky is not cruel. He uses his abilities to protect the settlement, rescue captives, scout enemy territory, and quietly eliminate threats before they reach Whisper’s Rest.

He prefers avoiding unnecessary killing.

He may steal ammunition, sabotage equipment, release prisoners, disable generators, poison fuel supplies, plant false orders, or lure enemy groups into fighting each other.

His philosophy is:

“The cleanest victory is the one your enemy never realizes happened.”


The Hushfolk’s Culture

The Hushfolk train every resident to move quietly.

Children learn games that involve crossing rooms without disturbing hanging cans. Adults wear padded shoes inside the settlement. Visitors are asked to wrap loose equipment in cloth.

Even conversations are often conducted through hand signals, written notes, and subtle whistles.

The Three Rules of Whisper’s Rest

Every resident follows three basic rules:

  1. Noise attracts danger.

  2. Observation prevents danger.

  3. Never reveal every hiding place.

The third rule means even residents do not know every tunnel, lookout position, or emergency shelter.

Mr. Sneaky may be the only person who knows the settlement’s complete layout.


The Quiet Bell

Whisper’s Rest has no traditional alarm bell.

Instead, it has a system called the Quiet Bell.

When danger is detected, residents pull hidden wires that cause small wooden indicators to move inside each home. Different positions communicate different threats:

  • One position means raiders.

  • Two means creatures.

  • Three means armed military forces.

  • Four means everyone must disappear underground.

  • Five means someone inside the settlement is compromised.

The entire population can vanish within minutes.

When enemies enter, they find an apparently empty settlement.

Softstep Sally

Sally manufactures padded boots, cloth-wrapped armor, silent holsters, and noise-reducing weapon modifications.

She can modify the player’s equipment to reduce movement noise.

Her workshop contains dozens of hanging bells. Anyone who enters without ringing one earns a discount.

Mr. Sneaky has never rung a bell.


Old Floorboard

An elderly carpenter who can identify people by the sound of their footsteps.

He can tell whether someone is injured, carrying extra weight, frightened, or attempting to sneak.

He claims Mr. Sneaky is the only person whose footsteps he cannot recognize.

“Everybody makes a sound. That man just convinced the world not to hear his.”


Pebble

A teenage apprentice determined to become the next Mr. Sneaky.

Pebble is fast and talented but overconfident. She frequently takes unnecessary risks and leaves mocking notes near enemies.

Mr. Sneaky believes she could become better than him, provided she learns that stealth is not about showing off.


The Whisper Twins

Two sisters named Leta and Lina who act as scouts.

They communicate using tiny clicks, bird noises, and hand signals. During combat, they separate and attack targets from opposite directions.

Some residents joke that the twins can finish each other’s thoughts.

Others believe they secretly switch identities to confuse outsiders.


Heavy Hank

Hank is the largest and least naturally stealthy resident in Whisper’s Rest.

He wears specially padded armor and moves with extreme caution.

Despite weighing nearly three hundred pounds, Hank can cross an old wooden floor without producing a sound.

His presence demonstrates that stealth is considered a learned discipline rather than a physical trait.


Mr. Sneaky as a Companion

Mr. Sneaky can become a recruitable companion after the player earns the settlement’s trust.

He specializes in:

  • Stealth

  • Lockpicking

  • Pickpocketing

  • Trap detection

  • Sabotage

  • Silent takedowns

  • Reconnaissance

  • Distraction tactics

He frequently disappears during exploration and reappears ahead of the player.

He may return with:

  • A key stolen from an enemy

  • Information about nearby threats

  • Disarmed traps

  • Ammunition taken from hostile patrols

  • A note describing an alternate entrance

  • An enemy’s hat

Sometimes the player hears him whisper through a wall:

“Wrong hallway.”

Seconds later, a trap activates nearby.


Companion Ability: Already Inside

When the player commands Mr. Sneaky to enter a locked or guarded building, he temporarily disappears.

After a short period, he may:

Mr. Sneaky’s Personal Quest: The Man Who Heard Everything

Mr. Sneaky begins behaving strangely after reports emerge of a mysterious tracker called The Listener.

Unlike ordinary bounty hunters, The Listener does not hunt by sight. He identifies movement through vibrations, disturbed dust, breathing patterns, and changes in the environment.

Several Hushfolk scouts disappear.

For the first time, Mr. Sneaky admits that someone may be capable of tracking him.

The player discovers that The Listener is a former military reconnaissance specialist equipped with experimental prewar sensory equipment. His helmet can detect:

  • Footstep vibrations

  • Heartbeats

  • Weapon movement

  • Body heat

  • Disturbed air

  • Electrical activity

The Listener has been hired to locate Whisper’s Rest.


Quest Choices

The player may help Mr. Sneaky:

Destroy the Equipment

Infiltrate The Listener’s base and sabotage his sensory helmet.

Create a False Settlement

Build evidence suggesting the Hushfolk relocated somewhere else.

Confront The Listener

Fight him in a dark environment where stealth provides little advantage.

Recruit Him

Convince The Listener that Whisper’s Rest could use someone capable of detecting threats even Mr. Sneaky cannot hear.

Betray Whisper’s Rest

Reveal the settlement’s location in exchange for caps, technology, or faction support.


Mr. Sneaky’s Secret

During the quest, the player learns that Mr. Sneaky once worked with The Listener.

Both men belonged to a covert group called the Vanishing Men, specialists who entered enemy territory, gathered intelligence, and erased evidence that they had ever been there.

Mr. Sneaky abandoned the group when they began killing civilians to conceal their missions.

He later discovered Whisper’s Rest and taught its residents everything he knew.

The Listener considers Mr. Sneaky a deserter and believes the entire settlement is evidence that must be eliminated.


Settlement Quest: Nobody Lives Here

A powerful enemy faction discovers signs that Whisper’s Rest is inhabited.

Rather than fighting directly, the Hushfolk plan to convince the faction that the settlement is cursed and abandoned.

The player helps create the illusion by:

  • Moving objects while patrols are not looking

  • Playing recordings of ghostly voices

  • Leaving strange symbols

  • Releasing captured feral ghouls at specific moments

  • Removing supplies from guarded rooms

  • Silently taking weapons from sleeping soldiers

  • Placing mannequins in unexpected locations

  • Making patrol members believe they are being followed

The mission can be completed without killing anyone.

At the end, the terrified enemy commander orders a complete retreat.

Mr. Sneaky watches them leave and quietly says:

“People fear what they cannot shoot.”


Unique Equipment

Mr. Sneaky’s Boots

Soft-soled boots made from layered rubber, cloth, leather, and creature hide.

They reduce movement noise and prevent pressure plates from activating when the player is moving slowly.


The Hush Coat

It improves Sneak and reduces the sound caused by drawing weapons.


Whisper Pistol

A heavily suppressed pistol built from prewar components.

Its shots are extremely quiet, but it has reduced range and requires specialized ammunition.


Pocket Sand Deluxe

A small pouch of irradiated dust, ash, and powdered glass.

It briefly blinds enemies and allows the player to escape combat.

  • A super mutant wearing a note that says, “Too loud.”

  • A minefield that has already been completely disarmed.

  • A locked safe that contains only a calling card.

  • An enemy patrol whose bootlaces have been tied together.

  • The player waking from sleep to find a purified water bottle and a note reading, “You snore.”

The player rarely sees Mr. Sneaky during these events.

Only his work remains behind.


Why the Hushfolk Would Be Memorable

The Hushfolk would differ from ordinary settlements because they would not depend on large walls, artillery, or overwhelming firepower.

Their strength would come from:

  • Misdirection

Mr. Sneaky would become memorable because he is funny, mysterious, highly competent, and genuinely useful without being portrayed as an invincible assassin.

Whisper’s Rest is not merely hidden from the wasteland. Its residents actively maintain the illusion that nobody has lived there for decades.

From outside, the settlement looks like a dead neighborhood ruined by radiation, fire, and structural collapse. Windows are broken. Doors hang crookedly. Rusted cars block the streets. Old skeletons remain positioned near several entrances.

Most of the damage, however, is staged.

The broken windows conceal armored shutters. The ruined cars contain surveillance posts. Several skeletons are artificial decoys made from scavenged bones and plastic medical models. The collapsed buildings hide tunnels, workshops, food storage chambers, and defensive positions.

Travelers may walk directly through Whisper’s Rest without realizing they passed within a few feet of dozens of settlers.

The settlement’s unofficial motto is:

“You cannot conquer what you cannot find.”


The Hidden Districts of Whisper’s Rest

Whisper’s Rest is divided into concealed districts. Outsiders may only see the surface ruins, while trusted residents travel through an entire settlement beneath and behind them.

The Still Streets

The Still Streets are the abandoned-looking roads and houses visible from outside.

Residents rarely walk openly through this area. Hidden mirrors, viewing tubes, and small mechanical indicators allow the Hushfolk to monitor visitors without revealing themselves.

The Still Streets contain:

  • False doors that lead nowhere

  • Collapsing staircases

  • Dummy supply crates

  • Decoy campfires

  • Hidden observation slits

  • Retractable barricades

  • Camouflaged trapdoors

  • Pressure-sensitive dust patches

  • Underground listening tubes

  • Secret shooting ports

Every object is positioned deliberately.

A chair turned in the wrong direction can mean an intruder entered the district. A bottle placed on a windowsill can signal that the western road is unsafe.


The Underquiet

The Underquiet is the settlement’s underground residential district.

It was created from connected basements, storm drains, subway maintenance tunnels, utility corridors, and prewar bomb shelters. The passages are narrow, warm, and surprisingly comfortable.

The Underquiet contains:

  • A schoolroom

Customers place an item on a cloth-covered counter. The merchant silently displays a price using carved tiles. Haggling occurs through written notes.

The market sells unusual stealth-oriented goods, including:

Large maps display markers for every sound detected around the settlement.

Different residents specialize in identifying particular noises.

One can distinguish a brahmin caravan from a military patrol. Another can estimate the size of a super mutant by its footsteps. A third can identify a firearm by the sound of its action being cycled.

Mr. Sneaky sometimes enters the Listening Hall without anyone noticing.

This irritates the listeners greatly.


The Hollow House

The Hollow House appears to be an ordinary ruined home. In reality, every wall contains crawlspaces, observation shafts, hidden ladders, and narrow passages.

Mr. Sneaky uses it to train scouts.

Students must cross the building while instructors observe them from inside the walls. They are graded on:

  • Footstep control

  • Breathing discipline

  • Shadow awareness

  • Patience

  • Environmental observation

  • Lock manipulation

  • Concealment

  • Improvised distraction

  • Escape planning

  • Whether they noticed Mr. Sneaky following them

Almost nobody notices him.


The Vanishing Yard

The Vanishing Yard is an emergency evacuation chamber beneath the settlement.

If Whisper’s Rest is overwhelmed, the entire population can move through underground tunnels and emerge several miles away.

Decoy belongings, false graves, and staged evidence are left behind to convince attackers that the residents died or fled in another direction.

The Hushfolk conduct surprise evacuation drills.

Visitors may wake up to discover the entire settlement has disappeared.


Additional Characters

Miss Quiet

Miss Quiet is one of the settlement’s teachers.

She educates children in reading, survival, stealth, observation, and silent communication. Her lessons include games in which children must identify objects that have moved or detect someone hiding in the room.

She is warm and patient, but her students fear one particular exercise called The Quiet Hour.

During the Quiet Hour, Mr. Sneaky enters the school unnoticed and hides somewhere nearby. The children must locate him before the lesson ends.

They have never succeeded.

One child once found his hat.

Mr. Sneaky was not wearing it.


Doctor Hush

Doctor Hush is the settlement physician.

He developed surgical techniques using padded tools, hand signals, low-light lamps, and local anesthetics. His clinic is designed to remain operational during an attack without producing noticeable sound.

Doctor Hush also studies sound-sensitive mutations.

He believes several creatures around Whisper’s Rest evolved enhanced hearing because of chemical exposure from a nearby prewar research facility.

He can create medications that temporarily:

  • Slow breathing

  • Reduce heartbeat noise

  • Mask body scent

  • Suppress coughing

  • Improve night vision

  • Reduce pain reactions

  • Calm frightened companions

Some of his treatments have dangerous side effects.


Nobody Ned

Nobody Ned is the settlement’s master of disguise.

He can alter clothing, posture, gait, voice, and facial appearance. He teaches scouts how to enter enemy groups without drawing attention.

Ned’s nickname comes from his ability to appear so ordinary that witnesses cannot describe him afterward.

When asked what he looks like, residents give completely different answers.

Some say he is tall.

Others say he is short.

Some claim he is an elderly man.

Others insist he is a young woman.

The player may eventually discover that Nobody Ned is not one person. The identity is shared by several Hushfolk agents.


Tiptoe Tom

Tiptoe Tom is an enthusiastic but incompetent resident who desperately wants to become a scout.

He wears too many tools, bumps into furniture, whispers louder than most people speak, and announces when he is sneaking.

Despite this, Tom has an unusual gift: enemies underestimate him.

He accidentally discovers hidden locations, overhears important conversations, and survives situations that would kill more competent operatives.

Mr. Sneaky describes him as:

“The loudest distraction I never asked for.”

Tom can become a temporary companion during several comedic missions.


The Seamstress

The Seamstress creates disguises, camouflage, hidden pockets, reinforced cloth armor, and reversible clothing.

Nobody knows her real name.

She can sew a complete raider disguise from scraps in a few hours. Her clothing may include:

  • Concealed knife sheaths

  • Lockpick compartments

  • Hidden armor plates

  • Breakaway sleeves

  • Reversible faction colors

  • Dust-resistant face coverings

  • Weighted hems for silent movement

  • Emergency medical pockets

She also maintains Mr. Sneaky’s coat.

She claims he returns it for repairs without ever entering her workshop.


Bellringer

Bellringer is a former raider who suffers from severe hearing loss.

Because he cannot judge how loud he is, he wears a small device that vibrates whenever he creates too much noise.

Bellringer is enormous, heavily armored, and carries a suppressed machine gun nicknamed The Whispering Giant.

He serves as the settlement’s emergency defender.

If stealth fails, Bellringer is the person sent to ensure nothing survives long enough to report Whisper’s Rest’s location.

He and Heavy Hank frequently compete to see who can move more quietly.


Little Echo

Little Echo is a young scavenger who can perfectly imitate voices and sounds.

She can reproduce:

  • Raider commands

  • Animal cries

  • Gunshots

  • Robot alerts

  • Doors opening

  • Distress calls

  • Military radio signals

  • Super mutant laughter

Her talent makes her valuable for distractions and psychological warfare.

However, she sometimes imitates the voices of dead settlers, making others uncomfortable.

Mr. Sneaky believes she may have heard information she should not know.


The Sleeper

The Sleeper appears to be a lazy resident who spends most of his time resting in public places.

In reality, he is the settlement’s counterintelligence specialist.

He pretends to sleep while listening to conversations, observing body language, and memorizing visitors’ movements.

The Sleeper can remain motionless for hours.

He once allowed raiders to carry him into their camp because they believed he was dead. He woke during the night, unlocked their prisoners, stole their map, and returned to Whisper’s Rest before breakfast.


Auntie Shush

Auntie Shush runs the community kitchen and enforces silence more aggressively than any guard.

She can hear someone opening a food container from several rooms away.

She cooks meals that do not crackle, pop, or produce strong odors that could attract creatures.

Her specialties include:

  • Quiet stew

  • Softroot bread

  • Muffled mushroom cakes

  • Cold-smoked radstag

  • Whisper soup

  • No-Crunch trail paste

Even Mr. Sneaky is afraid of stealing food from her kitchen.


The Children of Whisper’s Rest

Children raised in Whisper’s Rest learn stealth as part of everyday life.

They play games such as:

One child attempts to follow another without being noticed. Points are awarded for distance, concealment, and creativity.

Don’t Wake the Deathclaw

Children cross a room filled with hanging cans, bells, glass, and loose boards without creating noise.

The Missing Thing

A teacher removes or moves one object from a room. Students must determine what changed.

Silent Story

Children communicate an entire story using gestures alone.

Find Mr. Sneaky

The game technically never ends.

Mr. Sneaky may not even be in the settlement when it begins.


The Whisper Language

The Hushfolk developed an extensive silent language.

Simple gestures communicate:

The Deathclaw’s Dinner

A settlement was threatened by a raider gang and a nearby deathclaw nest.

Mr. Sneaky dislikes these missions because they create fear but may also inspire revenge.


The Vanishing

The target disappears without evidence.

Their faction does not know whether they died, defected, escaped, or were captured.

This may cause paranoia and internal conflict.


The False Accident

The target’s death is arranged to appear accidental.

Examples include:

  • Structural collapse

  • Weapon malfunction

  • Poisoned medicine

  • Generator explosion

  • Elevator failure

  • Creature attack

  • Faulty power armor

  • Radiation exposure


The Replacement

Mr. Sneaky removes a target and helps an undercover Hushfolk agent take their place.

This allows Whisper’s Rest to control or observe the faction from within.


The Interrupted Execution

Mr. Sneaky infiltrates an enemy base to assassinate a leader but discovers captives scheduled for execution.

The player must choose whether he should complete the assassination, rescue the prisoners, or attempt both.


Getting Behind Enemy Lines

Mr. Sneaky is especially valuable during faction wars.

He can enter territory behind enemy lines and operate independently for long periods.

His objectives may include:

  • Destroying artillery

  • Cutting supply routes

  • Eliminating officers

  • Stealing battle plans

  • Opening gates

  • Disabling communication towers

  • Marking targets for bombardment

  • Rescuing captured scouts

  • Spreading false information

  • Redirecting enemy reinforcements

  • Sabotaging vehicles

  • Destroying ammunition stockpiles

The player may occasionally hear reports of enemy positions collapsing before the main force arrives.

One commander may be missing.

Another may receive false orders.

A gate may mysteriously open.

A sniper may be found unconscious without a weapon.

These are signs that Mr. Sneaky is already operating inside.


Quest: Behind the Steel Wall

A heavily fortified enemy base blocks the Hushfolk’s only safe trade route.

The base contains:

  • Concrete walls

  • Guard towers

  • Searchlights

  • Minefields

  • Patrol robots

  • Trained attack animals

  • Motion sensors

  • A reinforced command bunker

A direct assault would cause heavy casualties.

Mr. Sneaky volunteers to infiltrate the base first.

The player can help him prepare by obtaining:

  • Guard uniforms

  • Security codes

  • Structural plans

  • Sensor-jamming components

  • Tranquilizer chemicals

  • Information from a deserter

During the operation, the player waits outside and receives occasional coded signals.

Depending on preparation, Mr. Sneaky can:

  • Disable the minefield

  • Silence the guard animals

  • Cut power to the searchlights

  • Open the rear gate

  • Assassinate the commander

  • Replace the commander’s orders

  • Turn the base’s robots against the guards

  • Escape with captured intelligence

The mission can end without a full battle.


Quest: The Shot Nobody Heard

A warlord is preparing to execute representatives from several settlements.

The target never leaves an armored observation tower and is protected by layered defenses.

Mr. Sneaky determines that the only firing position is inside another enemy-controlled building.

The player must help him:

  • Cross hostile territory

  • Assemble a suppressed rifle

  • Calculate the wind

  • Avoid patrols

  • Reach the firing point

  • Identify the real target among decoys

  • Escape before the guards seal the district

The assassination may prevent a regional war.

However, the player can discover that one of the prisoners planned to replace the warlord and may become even more dangerous.


Quest: A Knife in the Command Tent

Two enemy armies are preparing to attack Whisper’s Rest.

Their alliance depends on a single military commander.

Mr. Sneaky plans to eliminate the commander during a strategy meeting.

The player may choose to:

  • Assassinate the commander

  • Plant evidence blaming the allied faction

  • Replace battle maps with false plans

  • Poison both leadership groups

  • Record the meeting and expose their intentions

  • Convince one commander to betray the other

  • Kidnap the target instead

A successful infiltration can destroy the alliance without a major battle.


Quest: No Witnesses Does Not Mean No Survivors

Mr. Sneaky is ordered to assassinate a scientist designing a weapon capable of detecting Whisper’s Rest.

During the mission, he discovers the scientist is being forced to work and is protecting their family.

Mr. Sneaky refuses to complete the assassination immediately.

The player must decide whether to:

  • Rescue the scientist

  • Fake the scientist’s death

  • Destroy the research

  • Relocate the family

  • Kill the scientist anyway

  • Recruit the scientist

  • Allow the enemy to continue the project

This mission reveals that Mr. Sneaky is not blindly obedient.


Quest: Shadow Behind the Shadow

Someone begins assassinating targets using Mr. Sneaky’s methods.

Bodies are found with his signature marks. Enemy factions blame Whisper’s Rest.

Mr. Sneaky insists the killings are not his work.

The imitator appears to know:

  • Hushfolk signals

  • Secret infiltration routes

  • Mr. Sneaky’s preferred weapons

  • Quiet Ledger targets

  • Details of previous operations

The player must determine whether the assassin is:

  • A former student

  • A Hushfolk extremist

  • A surviving Vanishing Man

  • An enemy framing the settlement

  • Pebble acting without permission

  • Another person using the title Mr. Sneaky

The final confrontation may occur inside Whisper’s Rest itself.


Mr. Sneaky’s Signature Equipment

The First Shadow Coat

A reinforced stealth coat with:

  • Concealed armor plates

  • Reversible camouflage

  • Lockpick pockets

  • Hidden weapon loops

  • Medical supplies

  • Climbing hooks

  • Wire cutters

  • Smoke capsules

  • Lightweight food storage

  • Compact binoculars

The coat reduces equipment noise and makes Mr. Sneaky difficult to identify.


The Last Word

A custom suppressed pistol used only for sanctioned assassinations.

It is exceptionally quiet and accurate at close range.

Mr. Sneaky keeps it unloaded unless he has accepted a target.


Quietus Rifle

A long-range suppressed rifle with a folding stock and customized optics.

It uses specialized subsonic ammunition and can fire tracking or armor-piercing rounds.


Sleeper’s Needle

A compact dart weapon capable of delivering:

  • Sedatives

  • Paralytic toxins

  • Tracking chemicals

  • Truth-inducing compounds

  • Lethal poison


Shadow Charges

Small directional explosives designed to destroy locks, equipment, supports, or communications without creating a massive blast.


The Whisper Line

A thin climbing cable used to cross rooftops, descend walls, pull objects, and create traps.


Gameplay Companion Commands

When Mr. Sneaky is a companion, the player gains unique tactical commands.

Scout Ahead

Mr. Sneaky moves ahead and marks enemies, traps, entrances, and valuable objects.

Find Another Way In

He searches for vents, tunnels, weak walls, rooftops, and hidden doors.

Remove the Guard

He silently incapacitates or kills a selected isolated enemy.

The player can set his behavior to:

  • Nonlethal only

  • Lethal only

  • Mission dependent

Sabotage Defenses

Mr. Sneaky disables turrets, alarms, mines, generators, or communication equipment.

Prepare an Escape

He opens an exit route and places distractions for withdrawal.

Watch My Back

He disappears from direct view and secretly follows the player, attacking enemies who attempt to flank or ambush them.

Stay Behind the Lines

During large battles, he bypasses frontline combat and targets enemy officers, snipers, artillery crews, and support units.


Companion Perk: Behind Their Lines

After completing Mr. Sneaky’s affinity quest, the player unlocks Behind Their Lines.

Benefits include:

  • Increased damage against unaware enemy leaders

  • Faster loss of enemy detection

  • Improved access to alternate entrances

  • Additional information after scouting locations

  • Reduced mine and trap detection by enemies

  • Increased chance for enemies to receive false combat information

During major faction battles, enemy command units may begin the fight weakened, missing, or confused.


Mr. Sneaky’s Rules of Assassination

Mr. Sneaky teaches selected scouts five rules.

Rule One: Know the Target

Never kill a name written on a piece of paper without verifying who the person really is.

Rule Two: Know the Consequence

Removing a leader may end a war or create ten new warlords.

Rule Three: Preserve the Innocent

A successful assassination should prevent casualties, not create more.

Rule Four: Always Prepare the Exit

Entering is only half of an operation.

Rule Five: Do Not Enjoy It

Mr. Sneaky believes a person who begins enjoying assassination should no longer be trusted to perform it.

He tells Pebble:

“The day killing becomes easy is the day someone should start following you.”


Why He Is Feared

Raiders and hostile soldiers tell stories about Mr. Sneaky as though he is a supernatural creature.

They claim:

  • Locks open for him

  • Turrets refuse to fire at him

  • He can walk through minefields

  • He can become invisible

  • He can hear plans through concrete

  • He leaves no footprints

  • He has never missed a shot

  • He can kill someone inside sealed power armor

  • He can enter dreams

  • He is already standing behind anyone who mentions his name

The truth is less supernatural but more frightening.

Mr. Sneaky succeeds through patience, preparation, discipline, and a complete understanding of human mistakes.

He does not attack the strongest point of a defense.

He studies it until he finds the point everyone forgot to protect.


Mr. Sneaky’s View of His Work

Mr. Sneaky does not call himself an assassin.

He calls himself a preventer.

To him, the important question is not whether a target deserves to die.

It is whether removing that target prevents something worse.

“People think an assassination is about one bullet or one blade. It is not. It is about knowing exactly what changes after the person falls.”

This makes him one of Whisper’s Rest’s greatest defenders, but also one of its most morally dangerous residents.

He protects the settlement from enemies nobody else can reach.

He also possesses the skills to remove almost anyone.

The people of Whisper’s Rest trust him because he has saved them repeatedly.

They fear him because they know that if he ever turned against them, they might never see him coming.
